24 Jul 2020 comes into force a new regulation of the Government of the Russian Federation of June 19, 2020 n 891 “On the order statistics of mutual trade in goods of the Russian Federation with member States of the Eurasian economic Union and a recognition become invalid for decrees of the Government of the Russian Federation of December 7, 2015 № 1329”.
Statistical forms are forms of reporting to the customs authority provide the members of mutual trade of the Russian Federation with States – members States (Kazakhstan, Belarus, Kyrgyzstan, Armenia).
In accordance with the new Rules, the statistical form of the account of movement of goods will be submitted to the customs authorities only in the form of an electronic document signed by the strengthened qualified electronic signature through a personal account not later than the 10th working day of the calendar month following the calendar month in which the shipment or receipt of goods. The submission of statistical forms on paper is not provided.
The statistical form submitted for the reporting month for more shipments (receipts) for goods shipped (received) on the same terms within the same contract (agreement) (if any) in one direction (import or export) the same to the buyer (seller) from the same country of origin (receipt), or separately for each shipment (receipt) of goods, regardless of the cost of goods, number and type of transport, they are transported
For items shipped through trade in information-telecommunication network “Internet” to the address of individuals, the statistical form is submitted for all shipments for the month separately for each country of receipt.
The applicant is responsible for timely submission of statistical forms, completeness and accuracy of the information contained in aggregate form in accordance with article 19.7.13 of the administrative code of Russia. Failure to submit or late submission of statistical forms to the customs authorities, or the submission of statistical forms of the account of movement of goods containing inaccurate information, shall entail the imposition of an administrative fine on officials in the amount from 10 thousand to 15 thousand roubles, and on legal entities – from 20 thousand to 50 thousand rubles. Re-committing an administrative offense punishable by an administrative fine in the amount from 20 thousand to 30 thousand rubles for officials and from 50 thousand to 100 thousand rubles for a legal entity.
From the beginning of 2020 in the Tyumen customs filed 4138 statistical forms of the account of movement of goods. The members of mutual trade of the Russian Federation with member States of the Eurasian economic Union (hereinafter EAEC) move across the border goods of different categories: cereals, products from ferrous metals, machinery, wood, plastics and articles thereof.
Violations of the procedure for the provision of statistical forms of the Tyumen customs opened 148 administrative Affairs. The total amount of fines more than 400 thousand rubles.
In order to avoid possible negative consequences urge all participants in the mutual trade of the Russian Federation with member States of the Eurasian economic Union to submit to customs authorities of statistical forms of the account of movement of goods containing complete and accurate information.
