Southern customs management: More than 96% of consignments of goods placed under the customs procedure of customs transit, have been declared in electronic form

Today in the region of UTAH in electronic form is declared more than 96% of consignments of goods placed under the customs procedure of customs transit. It allowed to refuse the submission of documents on paper, to improve the level of information interaction between customs bodies and participants of foreign trade activities, to provide automatic processing of the information contained in the documents, to improve the efficiency of decision-making, provide a single view of the participant of foreign trade activities of documents required for customs operations, the use of the presented documents at all stages of customs operations, and, as a consequence, to proceed to the next stage of development of the electronic Declaration of transit – automatic registration of transit declarations and automatic release of transit goods (technologies of customs operations without the direct participation of officials of customs bodies).

Currently, the technology of automatic registration applies in relation to transit declarations submitted for the goods transported by road and rail. Since its introduction (may 2019) the customs authorities of the region in automatic mode was more than 4 million transit declarations, which accounts for 7% of the total transit declarations, past the algorithm for automatic registration (59 575 TD).

From November 2019, the FCS of Russia is working to introduce the technology of automatic release of goods placed under the customs procedure of customs transit. At the initial stage of this technology will be used for carriage of goods by rail and road transport (in cases when the declarant of the goods acts as a customs carrier or authorized economic operator). In November – December 2019 in test mode since its use made the issue nearly 600 shipments (74% of the total consignments in respect of which was conducted an automatic check of the conditions of release).

The obligatory condition of realization of these technologies is the submission to the customs authorities of quality documents in respect of goods placed under the customs procedure of customs transit. The form and procedure for filling the transit Declaration approved by decision of Customs Union Commission of June 18, 2010 No. 289, the conditions of placement of goods under TPT article 143 of the customs code of the EAEU.

Automation of customs operations and customs control is a major factor in achieving the goals of the FCS of Russia in terms of reducing the time of Declaration of transit and the promotion of international trade.
