Southern customs control: automatic issue of the export declarations for goods increased two times

Indicator implementation of the technology of auto-enrollment in the region of UTAH increased from 76.4% (54 640 DT) for 6 months of 2019 to 80.8% (60 093 DT) over the same time period 2020 to “export” DT and from 39.4% (32 of 115 DT) to 66.1% (53 927 DT) at the “import” DT.

For the 6 months of 2020 in automatic mode released 16 135 “export” DT, and 5 124 “imported” DT that is 56.4% and 46.1% of the automatically registered electronic Declaration of exported and imported goods, submitted by the traders low-risk (1st half of 2019 – 8 3 598 560 and DT, respectively, which is 32.9 % and 25.2 %).

In accordance with the Complex program of development of the FCS of Russia for the period up to 2020 as one of the directions of improvement of customs administration identified the need to focus customs Declaration in geographically distributed centers of electronic Declaration (hereinafter EDC). Today in the region of UTAH operates 3 CED: Astrakhan, Novorossiysk and Rostov, they are all included in the ongoing FCS experiment the concentrations of the customs Declaration in CED. In the 1st half of 2020 CED UTAH decorated 76,8% of the entire declarative region of the array (H1 2019 – 63,9%).

In accordance with the action Plan to reform customs authorities from 15 September 2020 in the region of UTAH will carry out the activities of two CED: Novorossiysk customs office (EDC) of the Novorossiysk and customs of the southern customs post (CED) South of e-customs created on the basis of the Rostov customs office (EDC) of the Rostov customs. Astrakhan customs office (EDC) of the Astrakhan customs will be reorganized.

The activities on the concentrations of the customs Declaration in the EDC will create conditions for the development of functional specialization of the customs bodies, reduction of terms of customs operations and improve the efficiency of customs control.

Special attention of the Southern customs control is given to the development of the information customs technologies in the application of the transit procedure. In the 1st half of 2020 UTAH customs authorities under the customs procedure of customs transit are placed 41 797 consignments with a total weight of 3.5 million tons (in 1H 2019 – 43 765 consignments with a total weight of 5.4 million tons). The share of goods released in electronic form has increased from 94,82% in the 1st half of 2019 to 96.36% in the 1st half of 2020.

In may 2019, the customs authorities in the region have started implementing the technology of automatic registration of electronic transit declarations in December 2019 – to-use technologies for the automated release of ETD. In the 1st half of 2020 in automatic mode was 5 819 ETD, the test conditions of the release have successfully passed 2 832 ETD.

In the 1st half of 2020 the customs authorities of UTAH, located in the Maritime checkpoints, using KPS “Portal port” was 26 320 marine Affairs at the arrival/departure of ships, which is more than 2 times more than in the 1st half 2019 (12 207 marine Affairs).
