475 cars imported by individuals for personal use were registered by customs officers at the checkpoint Blagoveshchensk in 2023 (last year – one vehicle).
Car imports peaked in September and October this year – 165 units.
More than 90% of cars imported to Blagoveshchensk are representatives of Chinese brands, among which HAVAL, CHERRY, GEELY, CHANGAN, EXEED, GREAT WALL are the leaders. An insignificant number of vehicles are Japanese and Korean brands, such as TOYOTA, LEXUS, HONDA, HYUNDAI, KIA.
According to Dmitry Kovalyov, Acting Head of Khabarovsk Customs, the speed of customs operations with regard to imported cars depends on the completeness and reliability of documents and information provided when submitting electronic passenger customs declarations. On special control passenger customs declarations submitted by the so-called «gray brokers» – individuals and legal entities that work under an illegal scheme and act only «consultants on customs clearance». They are not included in the register of customs representatives, do not perform any legal actions when importing cars and are not responsible for the quality of services provided.
In case of inaccurate declaration, the responsibility for the information indicated in the passenger customs declaration, which affects the payment of customs duties, falls on the individual. The consequences for the citizen may be additional additional charges of customs duties, utilization fee and taxes.
