Astrakhan operatives revealed the smuggling of dual-use goods

As a result of joint operative-search actions employees of the Astrakhan customs and employees of management of Federal security service of Russia for the Volgograd region revealed the illegal transfer through the state border of the Russian Federation to the Republic of Kazakhstan of goods of dual purpose. Moved to the Republic of Kazakhstan goods “Meter-alarm search microprocessor ISP”, in the amount of three pieces, totaling more than three hundred thousand rubles, intended for the detection of radioactive substances.

These products included the list of controlled goods, approved by presidential decree dated 17.12.2011 No. 1661. According to this list, the Alarm device is goods and dual-use technology that can be used to create weapons and military equipment and is currently subject to export controls. The export of specified goods outside the Russian Federation must also be carried out under license of the Federal service for technical and export control (FSTEC of Russia) in the manner specified by decrees of the RF Government.

However, the firm for a licence for the export of goods from the Russian Federation to the Republic of Kazakhstan is not addressed. The firm is not included in the register of the Russian participants of foreign economic activity permitted activity and the unlicensed export certain types of controlled goods.

On this fact the Astrakhan customs brought criminal case on signs of the crime, responsibility for which is stipulated by part 1 of article 226.1 of the criminal code – smuggling of materials and equipment that can be used to create other weapons, other military equipment. Further investigations are carried out.
