Omsk customs officers detected from air passengers “extra” cigarettes and alcohol

Officials of the customs post of the Airport Omsk for the first two months of 2020 opened a total of 12 cases of administrative offences on the facts of violation of the prohibitions and restrictions on imports of Smoking tobacco, cigarettes and alcoholic products to the customs territory of the Eurasian economic Union (EEU).

At the same time revealed 5 violations of norms of duty-free tobacco products (Smoking mixture – nasvay), one of cigarettes and 6 facts of exceeding the established by the customs legislation of the weight norms of import of alcohol products.

In 2019, the customs post of the Airport Omsk was opened 177 cases of administrative offences (AP) under articles 16.2 of the administrative code (failure to declare or false Declaration of goods) and 16.3 of the administrative code (violation of the prohibitions and (or) restrictions on import of goods). Basically it is the facts of violation of norms of duty-free cigarettes, tobacco and tobacco products (89 cases of AP) and alcoholic beverages (49 cases of AP). For the year from passengers seized 100 cartons of cigarettes, 21 kg of Smoking tobacco – nasvay and nearly 100 liters of alcoholic beverages.

Also keep in mind that according to the Customs code of the EAEU, cash or traveller’s cheques, the total amount of which with one import or export exceeds the equivalent of 10 thousand U.S. dollars, are subject to customs clearance by filing the passenger customs Declaration.

Goods for personal use imported into the customs territory of the EAEU air transport is subject to Declaration if the customs value of 10,000 euros and a weight exceeding 50 kg in excess weight and (or) value of imported goods levied customs payments in the amount of 30% of the cost, but not less than 4 euros per 1 kg of weight regarding excess of cost and (or) weight norm.

There are restrictions on importation of alcoholic beverages. If the number of alcoholic drinks more than 3 liters, but not more than 5 liters per one person over 18 years of age, you must submit a passenger customs Declaration and pay customs duties in the amount of 10 euros for 1 litre regarding excess of quantitative norm of 3 litres.

A natural person of full age, as of goods for personal use, has the right to import duty-free tobacco and tobacco products: 200 cigarettes or 50 cigars (cigarillos) or 250 grams of tobacco or specified products in assortment with the total weight not exceeding 250 grams per one person.

Prohibited the importation of narcotic and psychotropic substances. With the exception of pharmaceuticals, only if availability permits.

Prohibited weapons, including brass knuckles and suriken, stun guns, etc., as well as ammunition. The exception is the weapon for self-defense, with the appropriate approvals from the Ministry of internal Affairs of Russia. Also banned the import of special technical means intended for secret receipt of information (e.g., pens, key rings and other items with built-in audio/video recording devices).

Restrictions apply to the objects of the CITES (species of wild fauna and flora under threat of extinction, and their parts and derivatives).

Be aware that the above procedure applies only in respect of goods for personal use (i.e. intended for personal, family, household and other not related to business activities needs individuals).
