Criminal offenses
In the first half of 2020, the law enforcement division of the Moscow customs recorded 137 reports of crimes. 17 criminal cases in relation to particular individuals 10 criminal cases and 7 criminal cases on the fact that 89 % more than the same period last year.
Since the beginning of the year, capital customs officers seized from illegal trafficking more than 10 kg of narcotic drugs and psychotropic substances, as well as more than 20 kilograms of potent substances.
The largest number of cases initiated on the facts of illegal movement across the customs border of the Eurasian economic Union in international mail (IGOS): narcotic drugs and psychotropic substances (article 229.1 of the criminal code) – 5 criminal cases, desperate remedies (article 226.1 of the criminal code) 4 cases. In fact smuggling in munitions of MPO– 1 criminal case and cultural values – 1 criminal case. In fact, smuggling of tobacco products (article 200.2 of the criminal code) – 2 criminal cases.
On the facts of evasion from payment of customs payments collected from organizations or natural persons (paragraph 1 of article 194 of the criminal code) 3 criminal cases.
On the facts of evasion from execution of duties for the repatriation of funds in foreign currency or in currency of the Russian Federation (article 193 of the criminal code) – 1 criminal case.
Administrative offense
The Moscow customs office opened in 1920 of Affairs about administrative offences (2 was 445, of which 525 were received for consideration from THE other), which is 28.8 % less than in the same period of 2019.
The major share of excited and received in the cases are the cases of violations of the terms of the submission to the customs authorities of statistical forms of the account of movement of goods, or the performance of the statistical forms that contain false information (article 19.7.13 administrative code) – 1767 Affairs.
A substantial body of cases on AP also represent cases of violations of currency legislation (article 15.25 of the administrative code) – 429 cases. The increase in the number of cases in this category due to the fact that the cases initiated by customs under this article, located in the region of the CTS, ceased to be sent for consideration to the Central excise customs.
From January to June 2020 2312 passed resolutions to impose administrative penalties in the amount of 4 111 187.9 thousand RUB (for the same period of 2019 – 3 709 regulations in the amount of 3 700877.1 thousand rubles). The amount of fines collected: 752 according to the rulings in the cases of AP in the amount of 34494,77 thousand rubles and 4 court orders for amount 294,33 thousand RUB
