Irkutsk customs: from 24 July completely eliminated “paper” statistical reports in mutual trade with Belarus, Kazakhstan, Armenia and Kyrgyzstan
In the Irkutsk region commercial activity with the countries of the Eurasian economic Union (EEU) by more than 160 organizations and individual entrepreneurs. The number of participants of foreign economic activity engaged in mutual trade is constantly growing.
The largest trade partners of Irkutsk region among the member countries of the Eurasian economic Union- Belarus and Kazakhstan; less than significant turnover in the region is Armenia and Kyrgyzstan.
The total trade turnover of the Irkutsk region with the countries of the EEU in January-June 2020 amounted to more than 2.2 billion rubles.
Irkutsk customs reminds that since July 24, 2020 begins a new order statistics and mutual trade of Russia with the member States of the EEU.
Innovation (resolution of the Government of the Russian Federation of June 19, 2020 n 891 “On the order statistics of mutual trade in goods of the Russian Federation with member States of the Eurasian economic Union and a recognition become invalid for decrees of the Government of the Russian Federation of December 7, 2015 № 1329”) provides:
– to switch exclusively to electronic document management with electronic signature through a personal account of the participant of foreign economic activity – i.e. a complete rejection of “paper” for the provision of statistical forms;
– submission of statistical reports to the customs authority not later than the 10th working day of the month following the reporting month in which the shipment or receipt of goods;
– simplified presentation of statistical reporting for participants of foreign economic activities that move goods to individuals within the Internet-trade.
It should be noted that the date of submission of statistical forms to the customs authorities is the date of sending of statistical forms to the customs authority through a personal account.
According to the article 19.7.13 administrative code failure to submit or untimely submission to customs authorities of statistical forms of the account of movement of goods, as well as the submission of false information, is punishable in the form of significant administrative penalty.
In the first half of 2020 for violation of the terms and the failure of statistical forms, as well as on the fact of providing false information, the Irkutsk customs office opened 80 cases of administrative offences.
The sum of the imposed administrative fines totaled more than 340 thousand rubles. Just to administrative responsibility were attracted 34 companies and organizations and 15 officials by their legal representatives.
Since the beginning of 2020 in the region of Irkutsk customs, there were more than 1500 of the statistical forms of the account of movement of goods in mutual trade with EAEU countries; of these, 89% with the use of electronic signatures.
