Bryansk customs – traders: use the automatic registration of transit declarations
In the framework of the pilot project from April 23, 2019, the technology for automatic registration of electronic transit declarations (hereinafter ETD) applied customs post of the Bryansk customs: MAPP Troebortnoye, MAPP New yurkovichi and Fokine. Autoregistration ETD is used for carriage of goods by rail and road.
The advantage of implementing auto-registration of transit declarations is the speed of the operation, which takes minutes, if the filer complies with the form and procedure for filling the transit Declaration in accordance with the requirements established by decision of the Customs Union Commission of 18 June 2010 № 289 “On the form and procedure for filling the transit Declaration”. Software without the participation of customs inspector monitor the compliance of the ETD structure and formats in accordance with the requirements to the documents authenticate the electronic signature of the declarant.
From 28 October 2019 technology that auto-enrollment used by all customs bodies of Russia. In case if the declarant is not filled or incorrectly filled out certain graphs that, software is generated in error log. The declarant in case of failure in auto-enrollment is necessary to interact with the officials of the customs post to clarify and correct the errors.
The technology of automatic registration improved and its further development is inevitable. Moreover, in the near future, the next step will be the automatic production of electronic transit declarations, which have successfully passed the automatic registration.
17 December 2019 in the objects of the pilot zone (in the Bryansk customs – Fokinskaya customs post MAPP Troebortnoye, MAPP New yurkovichi, OTO and TK No. 2 of the Novozybkov customs post) implemented automated checking of the conditions of issue ETD when placing goods under the customs procedure of customs transit, which is used for carriage of goods by rail and road transport in cases where the declarant of the goods acts as a customs carrier or authorized economic operator.
Statistics implementation of the technology of auto-enrollment and auto-ECD test conditions of issue in 2020: autoregistration ETD – 1500, automatic check of the conditions of release – almost 900.
