Belgorod customs informs the participants of foreign economic activity on introduction of compulsory marking of imported goods

From 1 July 2020, tobacco products, pharmaceuticals and footwear are subject to mandatory labeling. This date is not allowed the import and circulation in Russia of the specified products without labeling.

Since October 1, 2020 requirement for mandatory labelling would be applied in respect of imported perfumes and toilet waters, cameras, flashlights and lamps-flashes. From November 1, 2020 are subject to marking new tires, and from 1 January 2021 – individual positions of light industry products.

The procedure for the marking of goods standardized in the framework of the Eurasian economic Union by means of identification defined by the Agreement on the marking of goods with identification means in the EEU (signed in Almaty February 2, 2018).

Release of goods for internal consumption the customs authorities will be subject to application to the packaging of the above mentioned categories labeled. The absence of the Declaration of goods information on means of identification in respect of marked goods is grounds for refusal of registration and release of goods.

In case of arrival on customs territory of the Eurasian economic Union of goods without proper labeling, it can be deposited in a customs warehouse.

In the region of Belgorod customs Declaration of goods subject to marking by means of the identification exercise 11 participants of foreign economic activity. In the current year were issued 134 of the Declaration of goods subject to mandatory marking (shoes – 19 DT, medication – 64 DT, tires – 50 DT, separate the positions of light industry products – 1 DT).

Additionally, we inform that in June, the Ministry of industry and trade of Russia carries out remote training seminars on marking the identification of Shoe products, tobacco products and drugs. Reference: rules for the labelling of these products approved the following resolutions of the Government of the Russian Federation:

– from February 28, 2019 No. 224 “On approval of Rules of marking of tobacco products with means of identification and peculiarities of implementation of the state information system of monitoring circulation of goods subject to mandatory marking by the identification means, in respect of tobacco products”;

– 05 July 2019 № 860 “On approval of Rules of marking Shoe goods identification means and peculiarities of implementation of the state information system of monitoring circulation of goods subject to mandatory marking by the identification means, in respect of Shoe products”;

– on December 31, 2019 No. 1954 “On amendments to resolution of the Government of the Russian Federation of 14 December 2018 No. 1556”;

– 31 Dec 2019 n 1953 “On approving the Rules of markings of the cameras (except movie cameras), flash bulbs and lamps, flares authentication and peculiarities of implementation of the state information system of monitoring circulation of goods subject to mandatory marking by means of the identification against photo”;

– on December 31, 2019 No. 1956 “On approval of Rules of marking of light industry products by means of identification and peculiarities of implementation of the state information system of monitoring circulation of goods subject to mandatory marking by the identification means, in respect of goods of light industry”;

– on December 31, 2019 No. 1957 “On approval of Rules of marking of perfumes and toilet waters by means of identification and peculiarities of implementation of the state information system of monitoring circulation of goods subject to mandatory marking by the identification means, in respect of perfumes and toilet waters”;

– on December 31, 2019 No. 1958 “On adoption of Rules for marking tire identification means and peculiarities of implementation of the state information system of monitoring circulation of goods subject to mandatory marking by the identification means, in respect of tyre”.
