To attention of participants of foreign economic activity of the region of Yaroslavl customs: October 1, 2020 statistical forms must be submitted in the Vladimir custom

The Yaroslavl customs shall communicate the following information to the attention of the persons consisting on the tax account in tax authorities of the Yaroslavl and Kostroma regions and moving the goods in mutual trade with counterparties in the EEU States (Belarus, Armenia, Kazakhstan, Kyrgyzstan).

In the framework of the reform of the customs bodies of the Russian Federation in accordance with the order of the FCS of Russia from March 27, 2020 No. 332 October 1, 2020 will be reorganized Yaroslavl and Vladimir customs in the form of a merger of the Yaroslavl customs Vladimir customs. By order of the FCS of Russia also provides for the subordination October 1, 2020 Vladimir customs customs posts of the Yaroslavl customs: Kostroma, Novo-Yaroslavl, Rybinsk, Sharja, Yaroslavl, Yaroslavl (center for electronic Declaration) without changing their location and region activities. The territory of the Yaroslavl and Kostroma regions since the specified date are included in the region of Vladimir customs.

Persons submitting statistical forms of the account of movement of goods in mutual trade of the Russian Federation with the countries of the EEU in paper form, you need to consider this information and to provide from October 1, 2020 (taking into account the time mail) and further the timely submission of statistical forms containing accurate data on customs posts of the Vladimirskiy customs, located in the Yaroslavl and Kostroma regions and is eligible to accept and register paper copies of the statistical forms in accordance with Annex № 3 to the Order of the FCS of Russia:

The Yaroslavl customs reminds that in accordance with the decree of the Government of the Russian Federation from 07 Dec 2015 No. 1329 in the case of absence of the applicant’s electronic signature statistical form, certified by the signature and seal of the applicant (if any) shall be submitted to the customs authority on paper (in person or by registered mail). The date of submission of the statistical form in this case is the date of posting (according to the postmark) or the date of actual transfer of the statistical form to the customs authority.

Customs recommends that the parties mutual trade to use a qualified electronic signature (ES) for submission to the statistical forms only in electronic form. The use of electronic signature eliminates the need to print and deliver paper copies to the customs authorities and provides automatic registration of the statistical forms directly at the moment of their formation, thereby reducing the probability of violation of the deadline for the submission of statistical forms. To EP at any certification center, accredited in accordance with the requirements of part 2.1 of article 17 of the Federal law from April 06, 2011 № 63 “On electronic signature”.

From 1 October 2020 to control the order of presentation of statistical forms (timeliness, completeness, reliability of the data contained in the statistical forms), and also attraction of persons registered in tax authorities of the Yaroslavl and Kostroma regions, to administrative liability for offences under article 19.7.13 of the administrative code of Russia, including the production of administrative cases, will be carried out by units of the Vladimirskiy customs.
