Western customs post of Smolensk customs 25 years

August 9, 2020 Western customs post collecting and analyzing information about control over the delivery of the goods Smolensk customs (hereinafter-the Western customs office) celebrated 25th anniversary of the education.

Its creation was the result of the signing in January 1995 of the Agreement on the Customs Union between the Russian Federation and the Republic of Belarus. The solemn ceremony of cancellation of the customs control on the border of the two countries took place in may 1995. For the exercise of control over customs transit of goods transported between the Russian and Belarusian customs authorities, by order of the State customs Committee of the Russian Federation dated August 9, 1995, No. 492, and was created by the Western customs office.

In 2005, the post has been converted by the merger of the Western customs office and the border of the seven departments of customs clearance and customs control (Otid), located on the Russian-Belarusian section of the border passing through the territory of Smolensk region. Data Otick was abolished from 1 July 2011 in connection with the cancellation of the agreed types of controls at the state border of the Russian Federation and the Republic of Belarus and the Republic of Kazakhstan in the framework of the Customs Union.

Over the period of the post is controlled by the displacement of more than 20 million consignments furnished by the customs authorities of the Republic of Belarus. The percentage of delivery of goods sent by the Belarusian customs at the Russian customs purposes, has increased from 85 % in 1995 up to 99.99% now. It is possible to reduce the loss of the Federal budget in connection with non-payment of customs payments for undelivered goods in the hundreds of millions of rubles. Time and again thwarted the attempts of export of ancient icons, military awards, wildlife and other cultural and historical values.

Another practical direction of the work of the post is the collaboration with other customs units to identify violations of customs laws if you move the “sanctions” or prohibited goods transiting through the customs territory of the Russian Federation, including railway transport. For the current period 2020 identified 50 cars in transit, subject to restrictions and limitations.

As an operational data processing center Western post makes a significant contribution to the development of integration processes in the Russian Federation and the Republic of Belarus.

The corresponding analytical information on a quarterly basis is sent to the structural divisions of the FCS of Russia, regional customs offices, representative offices of the customs service of the Russian Federation in the Republic of Belarus, the Republic of Kazakhstan, the Republic of Armenia and the Kyrgyz Republic.

On a regular basis post monitors and presents the problems arising in the activities of the customs bodies of the Russian Federation and the Republic of Belarus for inclusion in the meeting agenda of integration associations of the customs authorities of the EAEU.
