The specialists of the Siberian customs Department online said the preliminary classification of goods

The Siberian customs office (STU) and the Siberian Institute of management – branch of Ranepa held a webinar on the topic “the Practice and procedure of obtaining and using prior decisions as a tool to minimize the risks traders associated with the false statement the code of goods TN VED”.

The webinar was attended by Deputy head of STU – the chief of service of Federal customs incomes Dmitry Kolchanov, head of Department of the commodity nomenclature and origin of STU Andrey Shishkov, head of Department of control over observance of legality in the field of customs Affairs STU Nikolay Dorofeyev and acting Dean of the faculty of Economics and Finance, Siberian Institute of management – branch of Ranepa, Ph. D., associate Professor Dmitry Kunitsyn.

Participants of the webinar was about 50 people, 30 of whom joined in online, others were personally present. Interest in the webinar showed professionals and participants of foreign economic activities of different regions of our country – Moscow, Novosibirsk, Krasnoyarsk, Irkutsk, Kemerovo, Barnaul, Tomsk and other cities.

In his speech, the head of Department of the commodity nomenclature and origin of STU Andrey Shishkov discussed the main aspects of pre-classification of goods, such as:

mainstreaming the issue of proper classification of goods under the FEACN of the cu for the purposes of customs control both before and after the release of goods;

the order of acceptance by the customs authorities of preliminary decisions on classification of goods in accordance with FEACN of the cu (preliminary decision) and decisions on classification of goods moved across the customs border of the Eurasian economic Union in unassembled or disassembled form, including incomplete or unfinished, the import or export of which is assumed different product batches within a specified period of time (decision on the classification of components);

the benefits of using preliminary decisions and decisions on classification components;

the procedure of obtaining and the issuance of pre-decisions, decisions on classification of components.

The report of the head of Department of control over observance of legality in the field of customs Affairs STU Nicholas Dorofeeva was devoted to a departmental appeal against decisions in the field of customs, including the preliminary decision.

Presentations received a lively response from the audience, who actively directed their questions online. The most relevant were the issues on the classification of technologies, the adoption of preliminary decisions, direction, sample items and the possibility of filing documents through personal accounts of organizations for signature of managers or by proxy. All questions were given detailed answers and explanations.

According to the results of the webinar the decision was made to consider systematic webinars on current topics, stated directly by the traders.
