Employees of the Pskov customs have stopped attempt of sales in the domestic market a large batch of tobacco products marked in accordance with the legislation of the Russian Federation. Cigarettes produced in the Republic of Belarus.
According to the available operative information in the region of Pskov customs did the group who carried out the move from the Republic of Belarus to the Russian Federation of commercial quantities of cigarettes, giving them a product for personal use.
In the course of verification activities, the customs officers found that actually imported cigarettes realized on the territory of the Russian Federation to third parties without the payment of mandatory excise duties by sending cigarettes by using services of the transport companies of Express delivery of goods, working in the regional center. These cigarettes were supposed to be sent to various customers – individuals almost all over Russia. Among the recipients – people living in Voronezh, Murmansk, Grozny, Barnaul, Ryazan, Nizhny Novgorod, Volgograd, Pyatigorsk, Volgograd, Kurgan, Lipetsk, Irkutsk, Saratov, Makhachkala, Moscow, Volgograd, and Voronezh regions.
Customs officers found and seized 449 thousand packs of cigarettes (898 boxes) different products produced in the Republic of Belarus. Tobacco products marked with excise stamps of the Republic of Belarus, excise stamps of the Russian Federation on cigarette packs do not exist.
The preliminary estimated cost of the seized tobacco products are more than 20 million rubles.
Customs officers hold events for documentation of the volume and value of tobacco products sold in the domestic market of the Russian Federation, other circumstances important for the appointment of a cameral customs checks on the calculation of taxes payable, as well as inspection on signs of the crime provided for
part 6 of article 171.1 of the Criminal code of the Russian Federation.
Based on the number of seized cigarettes, the amount of excise payment payable to the budget is more than 23 million rubles.
For reference: In accordance with the provisions of the decree of the Government of the Russian Federation from February, 20th, 2010 № 76 “On excise stamps for labeling of imported into the Russian Federation of tobacco products” tobacco products of foreign production, imported into the Russian Federation with a view to its implementation, subject to mandatory affixing of excise stamps for labeling of tobacco products according to the standards, established in accordance with this Decision.
In accordance with the provisions of article 186 of the Tax code of the Russian Federation, the collection of excise tax on excisable goods of the Eurasian economic Union to be in accordance with the legislation of the Russian Federation the marking by excise marks, imported into the territory of the Russian Federation from the territory of a member state of the Eurasian economic Union, the customs authorities.
The tax rate specified in the Tax Code of the Russian Federation in the amount of at least 2 671 rubles per 1,000 cigarettes.
