Novosibirsk customs moved in automatic mode: declarations are issued without participation of inspectors
From October 2019 at Novosibirsk customs office implemented the ability for automatic registration of electronic transit declarations (ETD) for goods, and from February 2020 – technology auto-registration in respect of pre-transit declarations.
In order that the goods went through customs in seconds, participants of foreign trade, you must comply with all the requirements for completing the count of the transit Declaration in electronic form, which are approved by decision of Customs Union Commission of 18 June 2010 № 289 “On the form and procedure for filling the transit Declaration”.
According to the chief of Department of customs procedures and customs control of the Novosibirsk customs Natalia Perevoscikovs, the most frequent errors preventing the automatic registration of electronic transit declarations are:
– lack of the documents specified in column 44 of the Declaration in the electronic archive of the declarant (EAD) and failure to make a Declaration of document ID in AAD;
– no confirmation when automatically checking for information on gross weight and code of the Commodity nomenclature of FEA EAEU stated in the Declaration and contained in the notice of arrival of goods;
– lack in the graph 50 of the Declaration information about the INN, KPP, OGRN of the declarant;
– use in completing the Declaration of reference are out of date reference data.
To the timing of customs operations was reduced as much as possible, Novosibirsk custom calls on the participants of foreign trade to carefully fill in declarations. Registration and issue of declarations in automatic mode is a few seconds, while verification of the transit Declaration for compliance with a customs inspector takes a longer time.
