Irkutsk firms fined in the amount of 674 thousand rubles for the failure to declare the export of oil and oil products to Belarus and Kazakhstan
In 2019 Irkutsk customs have detected cases of export from the Republic of Belarus and Kazakhstan the two Irkutsk companies of the undeclared goods included into commodity groups 27 and 29 of the Commodity nomenclature of FEA EAEU oil and petroleum products, organic chemicals.
The result of the company-offenders are brought to administrative punishment in the form of fines for a total amount of 674 thousand.
In addition, the Irkutsk customs in 2019, there were 249 cases of administrative offenses for failure to submit or late submission to the customs authorities of statistical forms of the account of movement of goods in mutual trade with the member States (Belarus, Kazakhstan, Armenia and Kyrgyzstan). To administrative responsibility were involved in 79 legal entities and 50 officers, legal representatives of legal entities. Amount of administrative fines amounted to 680 thousand rubles. It should be noted that for violation of the procedure of submission of statistical forms to the customs authority 6 organizations were brought to administrative responsibility again.
We remind you that participants of foreign economic activity engaged in mutual trade between Russia and the countries of the EAEU member States, the goods should not be declared, but must be submitted to customs authorities of statistical forms of the account of movement of goods.
The exceptions are petroleum and petroleum products, organic chemicals included in the product groups 27 and 29 of the Commodity nomenclature foreign trade activities of the EEU. The export of these product groups is carried out by Declaration in customs bodies, with appropriate powers:
– when exporting to the Republic of Belarus are the products of groups 27 and 29 of the FEACN of the cu;
– when exporting to Armenia, Kazakhstan, Kyrgyzstan – the goods of group 27 of TN VED of the EEU.
Overall in 2019 Irkutsk customs officers were processed 3 922 statistical forms of the account of movement of goods in mutual trade of the Russian Federation with member States of the EAEC, filed 290 organizations and individual entrepreneurs registered with the tax authorities in Irkutsk region.
In order to expedite and simplify the submission of statistical forms of the Irkutsk customs uses modern electronic technology of information transfer. So, at the end of last year, the proportion of the statistical forms, independently registered participants of mutual trade with the use of digital signature was 85%.

Article 19.7.13 administrative code provides that failure to submit or untimely submission to customs authorities of statistical forms of the account of the goods in mutual trade with the States-participants of the EAEC (as well as the submission of false information) will result in a penalty of an administrative penalty initial penalty for a legal person ranges from 20 to 50 thousand rubles, repeated offence – from 50 to 100 thousand.
