The head of FCS of Russia Vladimir Bulavin, 30 January 2020, spoke at a meeting of the Council of Federation of the Federal Assembly of the Russian Federation in the framework of “Government hour”, where he spoke about strategic directions of improving customs administration.
He said that the activities of FCS of Russia in 2019, took place in the conditions of application of the updated regulatory framework and ambitious reform of the customs authorities.
Vladimir Bulavin: “We were able to translate these processes in a controlled manner. Not only to prevent reducing the quality of the work, but also to increase its effectiveness“.
Reform of customs authorities implies a significant reduction and consolidation of customs Declaration – to 16 centers of electronic Declaration. To date, there are 12 of them.
Vladimir Bulavin: “the First experience of centres showed that we were able to improve the performance of control, to achieve greater uniformity in the decisions, significantly reduce corruption risks. All this is reflected in the increase in collection of customs payments“.
The ongoing reform has created new opportunities for the future of digitalization of customs processes, speed them up and simplify. FCS introduced the technology of automatic registration and automatic issuance of declarations, widely used digital developments and other areas.
Vladimir Bulavin: “a Quick and objective decision-making has become an important factor in creating a comfortable environment for doing business. At the same built a constructive dialogue with the business community led to a marked decrease in the conflict potential in the field of customs“.
The creation of favorable conditions for foreign trade is the task of the FCS of Russia in realisation of national projects. Thus, in the framework of the program “international cooperation and export”, there have been proposals on arrangement of checkpoints. According to the head of the customs service, “their lack of technical equipment and arrangement are an obstacle to the dynamic development of foreign trade”, so this issue deserves special attention by all authorities.”
In the framework of the national programme “Digital economy” is working to ensure the daily operations of all information systems of the customs authorities with the required level of performance, fault tolerance and full redundancy. In accordance with the decision of the President of Russia at the present time work is underway on the creation of its own main data processing center of the FCS of Russia. Interventions need to guarantee the necessary speed and trouble-free operation of the software.
Further development of customs service of Russia is directly connected with the introduction of digital technologies in all spheres of activities. This approach lies at the basis of the development Strategy of the customs service until 2030.
Vladimir Bulavin: “the Main vector in the Strategy 2030 marked the transition from e-customs to the customs intellectual. A number of important projects will be implemented by creating a digital system with elements of artificial intelligence”.
One of the major projects of the Strategy implementation of the model of the “intellectual” of the checkpoint. Built on the principles of automation of all control procedures and suggesting their concentration in a single digital platform, the model will allow risk-free parties almost non-stop to pass the customs border.

Another important area is the creation of a secure supply chain through mutual recognition of authorized economic operators with customs administrations of foreign countries. The head of the customs service said that communication with foreign colleagues and digitalization of such contacts in the Strategy 2030 are given special attention.

From the implementation of the planned targets the Department expects a considerable improvement in the implementation of foreign trade activities, reduction of timesx and financial costs of the business. The customs procedure should not be interpreted as hidden constraints, and the service shall remain effective to the state and to protect its interests.
Vladimir Bulavin: “I am Confident that the achievement of the Strategy’s objectives will make a significant contribution to improving the business climate in Russia and increase its investment attractiveness”.
In conclusion, the head of the customs service responded to senators ‘ questions about taken by the customs authorities of measures to combat the smuggling of sanctions production, the functioning of CEDAW, flow of goods between the member States of the Eurasian economic Union, the control over the turnover of timber, the disclosure of indicators of customs value of goods.
Summing up the results of the “Parliamentary hour”, the Chairman of the Federation Council Valentina Matvienko gave a positive assessment of the activities of the customs service.
Valentina Matvienko: “In recent years, Federal customs service of Russia conducted a large-scale work, and today we note the positive developments in the customs administration. This applies both to the quality of customs control and interaction with the business. We believe that the implementation of the projects and directions that you laid down in the Strategy 2030, will further strengthen the economic security of the state“.
According to preliminary data of customs statistics, in 2019, the volume of Russia’s foreign trade amounted to 665 billion dollars. and compared to the 2018 year decreased by 3.3%. Including exports fell by 6% and amounted to 423 billion USD. imports increased by 1.7% and amounted to 243 billion dollars.
FCS of Russia in 2019, the Federal budget lists 5729 billion rubles, or 90 billion rubles (or 1.5%) higher than the values of control tasks. When you import 3345 billion roubles, while export – 2291 billion.

The number of customs inspections (at the stage after release of goods) decreased by 17%, and their average efficiency increased by 2 times and amounted to 7.7 million rubles for one check. Total results of inspections in 2019 assessed additional 17 billion rubles.
As a result of work of mobile groups checked 80 thousand vehicles. Revealed almost 106 thousand tons of prohibited import goods, including 4 thousand tons of sanctions.
In the framework of currency control is carried out 10 thousand inspections revealed damage to the amount of 86 billion rubles. Prevented illegal foreign exchange transactions in the amount of $ 1.2 billion.
In 2019 brought 2 thousand 150 thousand criminal and administrative cases. Collected penalties for the sum more than 2 billion rubles withdrawn From illegal circulation of more than 12.4 tons of drugs, which is half the quantity of drugs held as evidence in criminal cases by all law enforcement agencies of the country.
