The North-Caucasian customs Department says about automatic dispatch of goods declarations in CED-s
The Federal customs service of Russia conducts large-scale work on reforming of customs authorities and the transfer to the end of 2020, Declaration of all goods in the centers of electronic Declaration (hereinafter – Cedi), including specialized Cedi (sea, air and energy).
One component of this work is the automatic dispatching of DT in Cady based on the following levels of distribution of the FCS of Russia:
Level 1 involves the distribution of DT, in respect of which competence. Thus, the provisions of the order of Ministry from 18.02.2020 No. 27н determined that the excisable goods shall be declared in the Central excise customs; order of the Ministry of Finance of Russia from 18.11.2019 No. 187н gives energy customs offices competent for the Declaration of oil and oil products;
Level 2 provides for the distribution DT on mode of transport. The Declaration with the goods that arrived by sea transport is subject to distribution in the marine Cedi, air traffic – air Cady;
Level 3 is designed for the distribution of the remaining array of DT depending on the place of the tax account of the declarant or its separate subdivision (for CAT).
This distribution will allow FCS to better and faster implement new algorithms of automated customs operations information systems without the participation of officials of CEDAW. The advantage of automatic dispatching will also be an exception to the denial of registration of DT on the basis of lack of competence of customs authorities.
