Ruslan Davydov held the final meeting of the JCS of the EAEU countries in 2023
on December 8, the 44th meeting of the Joint Collegium of Customs Services (JCS) of the EAEU member states took place in Kazan under the chairmanship of Ruslan Davydov, Acting Head of the Federal Customs Service of Russia. It was held with the participation of representatives of Armenia, Belarus, Kazakhstan and Kyrgyzstan.
Opening the meeting, Rustam Minnikhanov, the Rais of the Republic of Tatarstan, addressed a welcoming speech to the participants.
«Our republic is located in the center of a large industrial region of the Russian Federation at the crossroads of the most important highways connecting east and west, north and south. Trade dynamics of the Eurasian Economic Union countries is high. Today the Union has a single customs territory, conditions have been created for comfortable work of business representatives within the countries».
The Head of the Republic expressed confidence that the results of today’s meeting would give an additional impetus to international cooperation, contribute to the achievement of high performance and quality fulfillment of tasks, as well as the formation of a unified legal framework of the Eurasian Economic Union and uniformity of its application.
Ruslan Davydov thanked the leadership of the Republic of Tatarstan for the hospitality and high level of organization of the event.

During the event, the acting head of the FCS of Russia outlined the key aspects of the current meeting of the board. The focus of attention of customs officers – uniformity of law enforcement practice in terms of control of customs value of goods.
ruslan Davydov said: “The business climate and the unity of customs administration will depend on how we will control the customs value in the Union.
Thus, in order to avoid unequal conditions for trade in the EAEU territory, the next clarifications on the EAEU HS were adopted and the Procedure for the functioning of the working group under the TSCC on the classification of goods was approved in terms of implementation of the adopted decisions.
The problem of the so-called «false transit» has already been considered at a high level. This year, the Republic of Belarus continued to record cases of fictitious termination of the customs transit procedure. In this connection, it was decided to take additional measures to eliminate such facts in order to reduce the level of illegal economic turnover of goods.
Another aspect of transit organization was the issue of goods movement by road transport between Kaliningrad region and the main part of Russia. Taking into account the current operational situation at the EAEU customs border, there is a risk of goods delivery with violation of the established term of customs transit. The issue of extending transit time limits will be worked out at the next meeting of the EEC Customs Regulation Advisory Committee.
On the initiative of the Federal Customs Service of Russia, the draft Technology of Acceptance-Transfer of Accompanied Road Vehicles of International Transportation and Documents on them between the customs authorities of Russia, Belarus, Kyrgyzstan and Kazakhstan was approved. The proposed changes will facilitate prompt acceptance-transfer of escorted motor vehicles at the state border.
The next TSCC meeting will be held in the first quarter of 2024 in the Republic of Belarus.
