Pskov customs on automatic licensing

Decision of Board of the Euroasian economic Commission from June 4, 2019 No. 90 from January 1, 2020 introduced automatic licensing (observation) in respect of certain types of steel pipes. Their placement under the customs procedure of release for domestic consumption is carried out upon presentation of the customs authority of a permit issued by the Ministry of industry and trade.

– Participant of foreign trade activities to the customs Declaration of goods is the original permit to the appropriate customs authority, which when setting permit control given to the participant of foreign trade activities a copy with a mark of customs body about the production control, – said the Deputy head of customs Yulia Columbusoh. The order of interaction of the competent authorities and the customs authorities for control over execution of resolutions issued in the form of the electronic document is determined by the legislation of the member States of the EEU.

Julia Columbusoh stressed that the goods in respect of which, in accordance with the specified decision introduced automatic licensing (observation) of imports declared as a single item, if in addition to the conditions listed in the “Instruction on order of filling of the goods Declaration”, they belong to the code designation in accordance with Annex № 2 to the decision. In relation to the goods in respect of which, in accordance with the decision of the introduced automatic licensing (observation) of export and which are placed under the customs procedure of release for domestic consumption, in the third subsection of the column 33 of the Declaration of goods is specified without gaps code designation in accordance with Annex № 2 to the decision.
