Pskov customs: o copies of certificate of origin
The participants of foreign economic activities can present to customs an electronic or paper copy of the certificate of origin form “A”.
From 18 April to 30 September 2020 to confirm the origin of goods for the purposes referred to in paragraph 3 of article 37 of the Treaty on the Eurasian economic Union of 29 may 2014, may be submitted electronic or paper copy of the certificate of origin form “A”. This procedure is possible only under condition of obligatory subsequent submission of the original certificate specified no later than 6 months from the date of registration of the goods Declaration.
In this case, the declarant is written by hand or printed on the reverse side of the copy of the certificate obligation in any form on the submission to the customs authority within the specified period of the original certificate of origin. Failure to submit the original certificate of origin of goods within the specified period, the origin of the goods is considered unofficial.
For reference: to resolve the issue regarding the lack of possibility of participants of foreign economic activity to submit to customs the original certificate of origin form “A” in connection with the spread of coronavirus infections 2019-nCov, the decision of the Council of the Eurasian economic Commission dated April 3, 2020 n 36 “About modification of Rules of determination of origin of goods from developing and least developed countries and peculiarities of submission of certificate of origin in terms of the spread of coronavirus infections 2019-nCov” changes in the Rules determining the origin of goods from developing and least developed countries, approved by the Decision of the Council of the Eurasian economic Commission dated June 14, 2018 No. 60, to confirm the origin of goods.
