In the region of Kursk customs successfully applied the technology of automatic registration of electronic transit declarations (ETD).
From January 2020, authorized by the customs posts in automatic mode was 146 electronic transit declarations.
The introduction of this technology allowed to reduce the time of customs operations related to registration of transit declarations, and as a result, decreased the time spent of the vehicle with the goods in the customs control zone of a customs post. Application of technology of automatic registration excluded the subjective factor, as the process of analysis of the data as automated as possible.
For successful completion automatic registration of electronic customs transit declarations for declarants and representatives need to comply with the order and form filling of the transit Declaration approved by decision of Customs Union Commission of 18.06.2010 No. 289, to ensure the completeness, truthfulness and correctness of the claimed information in the ETD.
In particular, when filling in the ETD it is necessary to pay attention to the following points:
– to contribute in the column “date submitted document” evidence
of approval international carriage for the carriage of goods
under customs seals and seals or the date specified in the “date. Date” of section 7 “an ASSUMPTION. APPROVAL”, or a date specified in the “date. Date” in section 9 “EXTENSION. RENEWALS”. However, this period shall not exceed
2 years;
– for correct, including automatic determination of the period of customs transit the place of delivery of goods in a formalized transport document attached to the electronic transit declarations you must correctly specify the code of the customs body of destination, as well as in full – the place of delivery of goods.
Currently, several customs successfully implemented the next stage automation of key customs processes, namely the automatic production of electronic transit declarations. At the same time, the technology of automatic release applies only to transit declarations, which was automatic enrollment.
The technology of automatic registration allows for the registration of ECD within an average of one minute, and the technology of automatic release of the ETD takes up to one hour. The implementation of these technologies enables to create the most favorable conditions for the movement of goods across the customs border.
