From July 24 to change the rules of trade statistics with countries in the EEU

Russian entrepreneurs participating in trade with countries such as Belarus, Armenia, Kyrgyzstan and Kazakhstan will have to report to customs under the new rules.

From 24 July 2020 comes into force RF Government decree dated June 19, 2020 n 891 “On the order statistics of mutual trade in goods of the Russian Federation with member States of the Eurasian economic Union and a recognition become invalid for decrees of the Government of the Russian Federation of December 7, 2015 № 1329”.

This resolution approves the new rules of maintaining statistics of mutual trade, the updated rules of completion and submission to the office of statistical forms.

The head of the Department of customs statistics of the customs Novosibirsk Irina Chekachkov: among the significant changes it should be noted that the possibility for the submission of statistical forms to the customs office on paper. The statistical form is submitted to the customs authority in the form of an electronic document signed with an enhanced qualified electronic signature via the “my account” on the website of the Federal customs service. The period during which statfarm must be submitted to the customs office, has been extended to the 10th working day inclusive of the calendar month following the month in which was made the shipment or receipt of goods”.

The Government decree also changed the list of documents specified in column 10 of the statistical forms. For example, in accordance with the new rules, you must specify the number and date of the primary accounting document confirming the cancellation or acceptance of goods to accounting.

In the new rules more clearly spelled out the submission of statistical forms for items shipped via trade to the Internet the address of individuals and goods, temporarily imported to the Russian Federation. Clearly defined the concept of statistical forms containing false information, and the conditions under which the applicant is deemed to have fulfilled his obligation to submit statistical forms.

Novosibirsk customs reminds that the failure to submit or late submission to the customs authorities of statistical forms, and the submission of statistical forms containing inaccurate information, shall entail the imposition of an administrative fine on officials in the amount from 10 thousand to 15 thousand rubles; on legal entities – from 20 thousand to 50 thousand rubles. When re-committing an administrative offense – for officials in the amount from 20 thousand to 30 thousand rubles; on legal entities – from 50 thousand to 100 thousand rubles.
