Altai customs imposed penalties worth over 1.6 million rubles for the late submission of statistical forms
For failure to submit or late submission of statistical forms of the account of movement of goods in mutual trade with EAEU countries (statistical form) in the first half of 2020 Altai customs opened 988 cases of administrative offenses under article 19.7.13 KoAP of the Russian Federation, the sum of imposed fines amounted to 1 million 620 thousand rubles. In the same period of 2019 816 filed cases on administrative offenses under art 19.7.13 administrative code, fines of 1 million 745 thousand roubles. From the beginning of 2020 custom was 12 084 statistics, in the first half of 2019 – 10 417 statistical forms.
24 July 2020 comes into force RF Government Decree dated June 19, 2020 n 891 “On the order statistics of mutual trade in goods of the Russian Federation with member States of the Eurasian economic Union and a recognition become invalid for decrees of the Government of the Russian Federation of December 7, 2015 №1329” (the Decision).
A significant change is that now the submission of the statistical form will be used only in the form of electronic document signed by the reinforced qualified signature through the personal Cabinet of the participant of foreign trade activities. The resolution excludes the possibility to the traders to submit statistical form to the customs authority on paper.
Increased the deadline for the submission of statistical forms. It should be submitted to the customs authority not later than the tenth working day of the month following the month in which the shipment or receipt of goods.
We remind you that failure to submit or late submission to the customs authorities of statistical forms or the submission of statistical forms containing inaccurate information, subject to administrative liability.
In accordance with article 19.7.13 of the administrative code (part 1) failure to submit or late submission to the customs authorities of statistical forms of the account of movement of goods or the submission of statistical forms containing inaccurate information, shall entail the imposition of an administrative fine on officials in the amount from 10 to 15 thousand rubles; on legal entities – from 20 to 50 thousand rubles.
For repeated violation of the requirements of part 1 of article 19.7.13 Cao (part 2) the amount of the fine increases significantly, and is on officials from 20 to 30 thousand rubles; on legal entities – from 50 to 100 thousand rubles.
