February 5 customs posts of the Tula region become customs posts actual control

In the framework of the advocacy for the establishment and functioning of the Central electronic customs Tula custom 29 January 2020 held a meeting with participants of foreign economic activities of Tula region.

During the meeting the participants got information about that in the context of the Federal customs service of the Russian Federation of the experiment Tula and Novomoskovsk of the Tula customs posts customs on 5 February of the current year become customs posts actual control. The Declaration of goods will be focused on the Moscow Center of electronic Declaration.

Acting first Deputy chief of the Tula customs Vadim Demidov explained:

The basic direction of activity of customs bodies of actual control connected with carrying out those operations that require direct contact with the goods, means of transport or work with documents on paper.

Customs posts actual control is supposed to confer competence in relation to:

1) the declaring of quantities of goods transported in disassembled or unassembled form (complete objects);

2) Declaration of shipments of goods of group 02 of the unified Commodity nomenclature of foreign economic activities of the Eurasian economic Union (meat and edible meat offal);

3) Declaration of excisable goods;

4) Declaration of goods with the provision of the license (s) of the Federal service for military-technical cooperation of Russia, the Federal service for technical and export control, the Commission on export control and goods transported together with such goods in one consignment;

5) Declaration of goods, which obtained a license of the Ministry of industry and trade;

6) of customs operations concerning the goods, imported (exported) into (from) the territory (the territory) of special economic zones;

and in other cases established by the customs legislation.

The meeting particularly noted that the technology of auto-enrollment and autopause of goods declarations to minimize the influence of human factor on the performance of customs operations. Note that the key to successful passage of auto enrollment and autopause is the correctness of the declarants in all the fields of the goods Declaration and all fields in the electronic copies of the documents provided for by Album formats.

The quality of filling of the Declaration and the rapid exchange of information under electronic Declaration directly depend on timing of customs operations – drew the attention of specialists in customs clearance by Vadim Demidov. – Need to more carefully specify the details of the documents. There are cases when a declarant indicates an incorrect numbers of transit declarations and TIR Carnets, which leads to failures in the automatic registration and transfer of the goods Declaration for review by the inspector manually.

Also at the meeting, the participants of foreign trade activities of learned information about the possibilities of “Personal Cabinet of the participant of foreign trade activities” on the website of the FCS of Russia on the issues of debt, the new currency legislation, automatic licensing (monitoring) of import of certain types of steel pipes, the deadline for the filing of statistical reporting in 2020 etc.

At the end of the meeting, the customs officials answered the questions of representatives of enterprises and organizations – participants of foreign trade activities.
