Law enforcement Irkutsk aimed at combating smuggling and other crimes, administrative offences in the sphere of customs Affairs in order to protect the country’s security and public order. These tasks are solved in close cooperation with the Prosecutor’s office, FSB, police, Investigative Committee, tax and other regulatory and governmental bodies.
Criminal offenses
In January – June 2020 Irkutsk customs initiated 13 criminal cases related to the smuggling of timber and potent substances and non-return from abroad of funds for the delivered goods.
Size unreturned from abroad of funds for the delivered goods on the brought criminal cases amounted to 221,4 million roubles; the cost of illegal movement of strategically important goods (forests) – 201,8 million roubles.
By results of work of Department on struggle against contraband of drugs of the Irkutsk customs in the framework of the two criminal cases on the fact of smuggling of drugs using international mail from Kazakhstan addressed to the inhabitants of the cities of Bratsk and Irkutsk Nizhneudinsk region, was seized about 3.6 kilograms of potent substances.
Administrative offense
In the first half of 2020 Irkutsk customs were instituted 923 cases on administrative offenses (AP).
Cases of AP in the majority of cases were initiated against legal entities – 624 cases of AP; in the case of individual entrepreneurs was initiated 47 cases of AP; in respect of the heads of companies and organizations – 181 the case of AP; in respect of individuals – 71 cases on AP.
477 cases of AP were initiated on the facts of not declaring timber, which accounted for 52% of the total number of prosecutions on AP.
On the facts of violations of currency legislation of the Russian Federation was initiated 95 cases of administrative offenses, total offenses was 581,8 million.
Were detected and other offences, in particular, 75 cases of AP initiated for failure to submit or late submission to the customs authorities of statistical forms of the account of movement of goods; 41 case on AP – for failure to pay an administrative fine within the prescribed period.
Only considered cases of AP were imposed administrative fines totaling more than 430 million rubles.
The use of service dogs Irkutsk customs
During the first half of the year 2020 in the implementation of customs control in the framework of the operational-search actions (ORM) was used sniffer dogs Irkutsk customs. Currently, the customs staff 10 dogs of various breeds (spaniels, Golden retrievers, Labradors, German and Belgian shepherds).
All dog handlers of the Irkutsk customs for January – June of the current year took part in the 815 search activities. The events were held, including in cooperation with other law-enforcement agencies: in conjunction with the FSB in the Irkutsk region held 19 events; by MIA – 5.
In the first half of this year with the use of service dogs Irkutsk customs revealed more than 16 kg nasvay, and more than 6 kg of drugs.
