Employees of the Volga operational customs initiated a criminal case against three nationals residing in Nizhny Novgorod.
A group of people – two men (1988 and 1991) and woman (1988) from 2017 to 2019 years was engaged in criminal activity: they found the people who agreed for a fee to become Directors of the newly created commercial organizations. In fact it was a “one-day firms”, which are created and used for tax evasion, illegal withdrawal of funds abroad and other illegal activities.
All of the above group entities was created so 13 firms that became surrogates.
On the given fact criminal case under paragraph “b” of part 2 of article 173.1 of the criminal code “Illegal use of documents for legal entity”.
Carried out urgent investigative actions.

Criminal code Article 173.1. Illegal formation (creation, reorganization) of a legal entity
- Education (creation, reorganization) of a legal entity through nominees, and the presentation of the body carrying out state registration of legal entities and individual entrepreneurs, resulting in entering in the unified state register of legal entities information about straw persons, shall be punished with fine from one hundred thousand to three hundred thousand rubles or the salary or other income of a convict for a period from seven months up to one year, compulsory works for a term up to three years, or imprisonment for the same term.
- The same acts committed:
a) by a person using his official position;
b) a group of persons upon a preliminary collusion, –
shall be punished with fine from three hundred thousand to five hundred thousand rubles or the salary or other income of the convicted person for a period of one year to three years, or by compulsory works for a period from one hundred eighty to two hundred forty hours, or by deprivation of liberty for a term up to five years.
Note. Under figureheads in this article and article 173.2 of this Code, means persons who are founders (participants) of a legal entity’s management bodies of a legal entity through misrepresentation or without the knowledge of which was made of data about them in the unified state register of legal entities and individuals, which are the management bodies of the legal entity, which do not have the objective of managing the legal entity.
