Southern Electronic Customs has prevented the import of oil containing a narcotic substance

Southern Electronic Customs revealed violations of customs legislation while conducting customs control. A participant of foreign economic activity from the Volgograd region submitted a declaration for imported from the Republic of Bulgaria hemp oil in liquid and solid form, indicating that it is intended for use as a raw material in the production of perfumes and cosmetics

But the examination showed that the oil contains the substance “tetrahydrocannabinol”, which is included in the List of goods subject to a permissive procedure for importation into the customs territory of the Eurasian Economic Union and (or) exportation from the customs territory of the Eurasian Economic Union and relates to narcotic drugs, approved by the decision of the Board of the Eurasian Economic Commission of 21.04.2015 № 30 “On measures of non-tariff regulation

The import of such products into the customs territory of the EAEU is carried out with the provision of a license from the Ministry of Industry and Trade of Russia

A case was initiated against the Volgograd firm for an administrative offense under Article 16.3 of the Code of Administrative Offences of the Russian Federation (failure to comply with prohibitions and restrictions on the importation of goods due to the absence of a license from the Ministry of Industry and Trade of Russia). In March 2024, the court decided to confiscate 4 kg of solid and 3 liters of liquid fractions of crude hemp oil
