Saving 17 mln for business: Tyumen customs officers on violation of rules for filing statistical forms

In 2023, Tyumen customs officers initiated 1,018 cases of administrative offenses for violating the rules for filing statistical forms. That amounted to 40% of all cases on administrative offenses of this year, initiated by the agency.
«Entrepreneurs have become 2 times more likely to submit statistical forms with violations or not to report to customs authorities. I link this to the growth of mutual trade with the EAEU countries. After all, we mainly bring to responsibility participants of foreign economic activity, who commit an offense for the first time and out of ignorance. By issuing warnings to such businessmen, we saved them about 17 million rubles on possible fines and familiarized them with the rules, which, I hope, they will not violate in the future,” shared Vladimir Zyabko, Head of Tyumen Customs.
However, despite the loyalty of the customs authority, 49 businessmen violated Article 19.7.13 of the Code of Administrative Offenses of Russia repeatedly: every 11 cases fell on them. Some were involved in several dozens of cases for violation of reporting deadlines.
«In this case, the sanction of the article provides for punishment exclusively in the form of a fine – from 20 to 50 thousand rubles for each statistical form not submitted or submitted with violations of the deadline. The total amount of fines imposed for such violations amounted to more than 4 million rubles» – summarized Vladimir Zyabko.
To avoid possible negative consequences, the Tyumen Customs recommends entrepreneurs planning and carrying out mutual trade with Kazakhstan, Belarus, Kyrgyzstan and Armenia to familiarize themselves with the procedure for submitting the statistical form for the movement of goods.  It is approved by the Government of the Russian Federation from 19.06.2020 № 891 «On the order of statistics of mutual trade in goods of the Russian Federation with the states – members of the Eurasian Economic Union and the invalidation of the Government of the Russian Federation.
