Customs officials in Ulyanovsk opened the scheme of evasion from payment of customs payments for the sum more than 240 million rubles for the import of equipment

The scheme of evasion from payment of customs payments for the sum more than 240 million rubles for the import of technological equipment, investigators uncovered the Samara customs office in cooperation with employees UFSB of Russia across the Ulyanovsk region.

In December 2015, the Russian company signed with the German company trade contract in the amount of 25.8 million euros (about 1.9 billion rubles.) for the design, manufacture, sale and shipment of equipment for the production of kvass annual capacity of 3.5 million hectoliters a commercial product.

The FCS of Russia were given the documents on the basis of which the company had the right to export equipment to Russia and parts with a substantial benefit: goods not subject to customs duty and VAT, because, according to the declared information, the components included in the “List of technological equipment, analogues of which are not produced in Russia, whose import into the territory of the Russian Federation not subject to VAT” (Decree of the Russian Government dated 30.04.2009 No. 372).

Equipment imported parts until 2017 and was installed at the plant in Ulyanovsk. During the inspection it was discovered that employees of the Russian company submitted to the customs authorities a modified version of a foreign trade contract and its annexes. Was changed statements that are significant for the purposes of determining the composition and functions of the equipment. The signature was inserted, the cryptographic method. As a result, the company illegally obtained the right to import equipment without paying customs duties and VAT.

After establishing these facts the classification decision issued to the Federal customs service of Russia in 2016, has been cancelled. Against intruders 26 Jan 2020 initiated a criminal case under paragraph “d” of part 2 of article 194 of the criminal code. At present investigative actions are carried out.
