Tyumen customs informs about conditions of import and operation in Russia of cars from Armenia

The order of import by physical persons on the territory of the Russian Federation and other member States of the Eurasian economic Union (Union) of the Republic of Armenia established by the Treaty of accession of the Republic of Armenia to the Treaty on the Union of may 29, 2014 (Agreement of 10 October 2014).

In accordance with the Contract (paragraph 30 and 31), cars, imported to the territory of the Republic of Armenia from the third countries after the October 10, 2014, in respect of which customs duty taxes were paid at rates different from the rates established by Decision of the Council of the Eurasian economic Commission dated 20 December 2017 № 107 “On certain issues related to goods for personal use” (item 3 of table 2 of Annex 2) are deemed as foreign goods:

– before the payment of the difference paid amounts of customs duties and amounts of customs duties payable at the rates established by the common customs tariff of the EEU in relation to vehicles;

before the expiration of 3 years after the start of the application by the Republic of Armenia on rates established by the common customs tariff of the Union.

The use of such vehicles on the territory of the Russian Federation, the Republic of Belarus, Republic of Kazakhstan, the Kyrgyz Republic (hereinafter – the member States EAEU) without payment of customs duties and taxes and without making the payment of customs duties and taxes is allowed only by persons permanently residing in the Republic of Armenia.

Other persons on the territory of the member States of the EEU are allowed temporary importation of such vehicles, their use and disposal, transfer to the use, disposal only under condition of their customs declaring in customs authorities of those States and the payment of customs duties and taxes.

Customs Declaration of vehicles is carried out in written form with the use of the passenger customs Declaration (hereinafter – PDD), the form and order of filling which are approved by Decision of EEC Board dated July 23, 2019 No. 124 “On the customs Declaration of goods for personal use”.

The PDD is filled in the individual and served to the customs authority. Submission of PDD must be accompanied by submission to customs authority of documents confirming the declared information.

 From the beginning of 2020, officials of the Tyumen customs revealed 19 violations of the established Agreement dated 10 October 2014. in terms of transfer and use of vehicles registered on the territory of the Republic of Armenia and transferred for use to persons not living in the area.

At this point 2 vehicles detained by the customs authority and submitted to the government for implementation. Measures to detention 3 vehicles.
