Rostov customs officers initiated a criminal case for slimming capsules

While working on operational information, employees of Rostov Customs in the post office of Konstantinovsk (Rostov region) found an international mail parcel from Kazakhstan. The parcel contained 3 cardboard boxes with the inscription “Li Da DAIDAIHUA WEIGHT LOSS CAPCULE” with blister plates (90 capsules in total). According to the recipient, a Russian citizen born in 1991, she purchased the drug for the purpose of weight loss.

The capsules were seized and sent for chemical examination, during which it was found that they contained the potent substance “sibutramine” with a total mass of 27.90 g. Rostov Customs opened a criminal case under part 1 of article 226.1 of the Criminal Code of the Russian Federation (smuggling of potent substances)

Sibutramine, as well as its structural analogs with similar psychoactive effect, are included in the list of potent substances for the purposes of Article 234 and other articles of the Criminal Code of the Russian Federation, approved by the Government of the Russian Federation on December 29, 2007 № 964 “On Approval of the lists of potent and poisonous substances for the purposes of Article 234 and other articles of the Criminal Code of the Russian Federation, as well as the large size of potent substances for the purposes of Article 234 of the Criminal Code of the Russian Federation.”

In accordance with the current legislation, individuals are allowed to import a limited amount of narcotic drugs, potent substances, psychotropic substances and their precursors in the form of medicines for personal use for medical reasons, in the presence of supporting medical documents indicating the name and quantity of goods. Confirming medical documents shall be drawn up in the Russian language, or their notarized translation into the Russian language shall be attached. Such means are subject to mandatory customs declaration in written form

Violation of the established procedure for transportation of narcotic drugs, potent substances, psychotropic substances and their precursors across the customs border entails administrative or criminal liability
