Perm custom: changing the order and timing of statistical forms of the account of movement of goods

Perm custom recalls the need to submit to customs statistical forms of the account of movement of goods in cases of import of goods into the Russian Federation from the territories of member States of the Eurasian economic Union or export of goods from the Russian Federation on the territory of the member States of the Eurasian economic Union.

Perm custom informs traders about the entry from 24 July 2020 the decree of the Government of the Russian Federation of June 19, 2020 n 891 “On the order statistics of mutual trade in goods of the Russian Federation with member States of the Eurasian economic Union and a recognition become invalid for decrees of the Government of the Russian Federation of December 7, 2015 № 1329”, the document introduces significant changes compared to the current Procedures.

Now, in accordance with the amendments, the statistical form of the account of movement of goods is submitted to the customs authority only in electronic form, signed by the strengthened qualified electronic signature in the personal Cabinet of the participant of foreign trade activities. We also inform that a trader is obliged to provide the statistical form to the customs authority not later than the 10th working day of the calendar month following the calendar month in which the shipment or receipt of goods.

In the case of finding the goods, temporarily imported to the Russian Federation for a period less than 1 year, in the Russian Federation for 1 year or more, the applicant shall submit to the customs authority a statistical form of the account of movement of goods no later than the 10th working day of the calendar month following the calendar month in which the period of stay of goods exceeded 1 year. As the reporting period indicated the actual month of importation (exportation) of goods.

Please note that in cases of non-submission, untimely or inaccurate submission to the customs authorities of statistical forms of the account of movement of goods establishes administrative liability under part 1 of article 19.7.13 administrative code with the imposition of an administrative fine on officials in the amount from 10 to 15 thousand rubles, on legal entities – from 20 to 50 thousand rubles. Re-committing an administrative offence punishable under part 2 of article 19.7.13 administrative code with the imposition of an administrative fine on officials in the amount from 20 to 30 thousand rubles, for legal entities – from 50 to 100 thousand rubles.
