Omsk customs collected 270 thousand rubles of fines for violation of the procedure of submission of statistical forms

Omsk customs in January-may 2020 filed 383 cases on administrative offences for failure to submit or late submission to the customs authorities of statistical forms of the account of movement of goods (statistical forms), and submission of statistical forms containing false information.

By results of consideration of the cases collected 270 thousand rubles of fines, brought to administrative responsibility 65 participants of foreign economic activity (FEA) and 52 officials of the organizations.

To prevent violations of the Omsk customs reminds traders about the required timely submission to customs authorities of the Russian Federation the statistical forms of the account of movement of goods, exported from the Russian Federation to the countries of the Eurasian economic Union (EEU) or imported into the Russian Federation from the countries of the EEU.

Statform is submitted to the customs authority not later than the 8th working day of the month following the month in which the shipment (receipt) of goods.

Article 19.7.13 of the code of administrative offences of the Russian Federation (Cao RF) failure to submit or late submission of statistical forms to the customs authorities, or the submission of statistical forms of the account of movement of goods containing inaccurate information, shall entail the imposition of an administrative fine on officials in the amount from 10 to 15 thousand roubles, and on legal entities – from 20 to 50 thousand rubles. Repeated Commission of an administrative offense under this article shall entail the imposition of an administrative fine in the amount from 20 to 30 thousand rubles for officials and from 50 to 100 thousand rubles for a legal entity.

Note that for 5 months of the year 2020 in the region of Omsk customs repeatedly violated the law under article 19.7.13 administrative code 14 persons (7 participants VED and 7 officials) for the same period of 2019 – 8 persons (7 participants VED and 1 officer).

In the current epidemiological situation in the Omsk customs recommends to use electronic service of filling in statistical forms in the “Personal Cabinet of the participant of foreign trade activities”, published on the official website of the FCS of Russia (www.customs.ru) in the section “statistical forms. With an electronic signature”. The advantage of applying statistical forms electronically is the possibility of registration and cancellation of the statistical forms without the participation of the customs authority and in the absence of the need to submit statistical forms on paper.

Timetable for the submission of statistical forms to the customs authorities for the year 2020 taking into account non-working days established for the period of validity of restrictive measures on ensuring sanitary and epidemiological welfare of the population on the territory of the Russian Federation in connection with the spread of novel coronavirus infection (COVID-19), located in the “Personal Cabinet of the participant of foreign trade activities” on the official website of FCS of Russia.

The statistical form of the account of movement of goods intended for the collection of statistics relating to trade between the EEU countries (Russia, Kyrgyzstan, Armenia, Belarus, Kazakhstan) as the customs control in respect of such goods is not carried out. This document is filled out by the Russian person that concluded the transaction or on behalf (by order) which is, in accordance with which the goods are exported from Russia to the territory of States-members of the Union or imported into the Russian Federation.
