Novorossiysk Customs summarized preliminary results for 2023

Novorossiysk Customs summarized the preliminary results of activities for 2023. The meeting chaired by Deputy Head of the Southern Customs Department – Head of the Federal Customs Revenue Service Major-General of the Customs Service Sergei Rudov was attended by representatives of law enforcement agencies of the hero-city, management and staff of the customs.
Novorossiysk Customs has full functionality to perform customs operations with respect to goods transported by water transport in the region where the UTU operates. Novorossiysk Customs is a leader among customs in southern Russia in terms of value and weight of foreign trade, as well as the transfer of funds to the federal budget. For 11 months of 2023, the planned task for the transfer of customs payments fulfilled by 111%, the customs transferred 457.3 billion rubles, which is 191.4 billion rubles more than for the same period last year.
– This year was not an easy one for customs authorities, as well as for our country. The current sanctions against the Russian Federation created unreasonable barriers to the movement of goods and the ability to pay for them, led to the distortion of years-established transportation and logistics chains of cargo delivery, had a significant impact on our foreign trade and naturally affected the customs sphere as a whole. The President of the Russian Federation has defined special economic measures to protect the national interests of the Russian Federation, – Andrey Onipko, Acting Head of Novorossiysk Customs, noted in his report. – One of the main tasks of the Federal Customs Service since the introduction of sanctions against Russia has been to mitigate their impact on business and the economy of the country, to provide maximum assistance to trade turnover, primarily for the importation of critical for the economy and socially important goods.
– In accordance with the instruction of the Government of the Russian Federation and the plan «Roadmap» from November 26, 2022 launched a regular ferry service between Russia and Turkey on vessels type RO-RO, – told about the main results of the customs on the organization of customs control Acting First Deputy Head of Novorossiysk Customs Ivan Syanov. – In the first 11 months of 2023, 63 sea ferries arrived in the region of activity of the South-Eastern customs post, which moved about 1800 automobile vehicles and more than 2 300 units of rolling equipment. Almost all vehicles were directed to a different place of arrival using navigation seals. The average time spent by customs officials in the permanent customs control zone was 10-15 minutes per vehicle.
Novorossiysk Customs operates an electronic declaration center. In 2023, the EDC issued 26% more goods declarations than in the same period last year. About 66% of goods declarations were automatically registered at export, 86% at import, about 13% at export and more than 27% at import.
The rate of electronic declaration of the customs transit procedure during 2023 was over 99%, with 52.2% of the total number of transit declarations issued automatically registered;
Deputy Head of Novorossiysk Customs Alexei Tepin reported on the results of the customs economic block.  
novorossiysk Customs constantly takes measures to prevent the importation of sanctioned products. In 2023, according to the results of customs control in the form of customs inspection were identified 3 consignments of sanctioned products with a total weight of more than 41 tons,   – Alexei Vladimirovich noted. – More than 321 thousand units of counterfeit products (toys, confectionery, technical means, etc.) were revealed.
– Subdivisions of the law enforcement block fulfilled the tasks for 2023, improving indicators in all major areas of service activities, – emphasized in his report Deputy Head of Customs Alexander Shevchenko. – Ongoing changes in logistics routes have led to an increase in the number of participants in foreign economic activity, export and import supplies in the area of Novorossiysk Customs almost 2.5 times from 5 to 12 thousand. Customs initiated 35 criminal cases, 13% more than in 2022, and registered 1,413 cases of administrative offenses, 41 more than in the same period last year. Within the framework of work with goods returned to federal property, there was an increase in the value of confiscated goods in the reporting period by 2.7 million rubles. There were received 58 resolutions for execution for the amount of 12.7 million rubles. The main task for law enforcement units of the customs remains the continuation of work aimed at detecting and suppressing crimes and offenses in the customs sphere, damaging the economic security of the Russian Federation.
Acting Head of Novorossiysk Customs Andrey Onipko identified a number of key objectives for 2024 – ensuring full revenue flow to the federal budget, maximizing the promotion of foreign trade activities and strengthening discipline aimed at countering corrupt practices. In conclusion, Andrei Viktorovich thanked all customs personnel for the work done in 2023, congratulated his colleagues on the coming New Year.
Sergey Rudov assessed the results of the customs work positively, noting that the performance of Novorossiysk customs significantly affects the performance of the UTU as a whole. The customs staff has a priority task – fulfillment of the planned task, ensuring the quality of customs control.
At the end of the official part of the meeting on behalf of the leadership of the Southern Customs Directorate Sergei Mikhailovich thanked Novorossiysk customs officers for their service and congratulated on the coming New Year, awarded a certificate of merit to the customs staff, who took second place in the 37th Spartakiada Novorossiysk city organization of the Society «Dynamo», dedicated to the 100th anniversary of the formation of the Society «Dynamo», among security and law enforcement officers in 2023, departmental awards and commendations to customs officials for a significant contribution to the results of the department.
