FCS of Russia informs that as of 1 July 2020 year introduced mandatory labelling of footwear, drugs and tobacco products

FCS of Russia informs that as of 1 July 2020 Russia has introduced mandatory labeling of medicinal products, Shoe products and tobacco product means the identity (in accordance with regulations of the Government of the Russian Federation from 14.12.2018 No. 1556, from 05.07.2019 No. 860, from 28.02.2019 No. 224 , respectively).

Information about codes for identifying goods, as well as about the codes identify the group and transport packaging of goods to be stamped and placed under the customs procedure of release for domestic consumption or re-import will be added to the 31st count of the Declaration at number 13 (Decision of the Commission of the Customs Union dated 20.05.2010 No. 257).

After the introduction of mandatory labelling of certain categories of goods, the absence of required information in column 31 of the Declaration would be a violation of the order of filling of the Declaration and the grounds for refusal of registration (PP. 4 paragraph 5 of article 111 of the CC of EAEU).

In accordance with the Agreement on the marking of goods with identification means in the EEU (signed in Almaty February 2, 2018) marking of the goods is carried out prior to their placement under the customs procedure of release for domestic consumption or re-import. Identification means to be applied to the marking of foreign goods (manufactured outside the EEU) outside the territory of the EEU or on the territory of Russia – by placing the goods under the customs procedure of customs warehouse.

Thus, if on the territory of Russia arrives unmarked item, it must be placed under the customs procedure of customs warehouse and to apply means of identification. To do this, the first step is to declare the procedure of customs transit, and after arrival of the goods at the customs warehouse, to place the goods under the customs procedure of customs warehouse.
