The foreigner did not enter the goods in the passenger customs declaration and responded negatively to a verbal question from customs officers about the presence of goods subject to mandatory written declaration. When questioned, the foreigner explained that he had purchased trepang from an acquaintance in the village of Zabaikalsk, as he knew about its medicinal properties
