Tomsk customs for transfer to the Federal budget grew 2 times

Tomsk customs office in 2019 has expanded the Federal budget by almost 16 billion rubles (15 923,31 million). This is two times more than at the end of 2018 (7 907,28 million).

This amount of the customs payments have been transferred through the foreign trade operations 3 634 participants of foreign economic activity (FEA) from 133 countries of the world.

Privileges on payment of customs payments in the past year were provided to the participants of foreign economic activity in excess of 630 million rubles. This is 1.4 times more than in 2018 (in excess of 439 million). Significantly increased the amount of benefits when you import the vital medical products, prosthetic and orthopedic products; goods imported as technical assistance; goods imported in the framework of international cooperation of the Russian Federation in the exploration and use of outer space. Conversely, significantly decreased returns and, therefore, privileges for the import of technological equipment, analogues of which are not produced in the Russian Federation and tribal products and their embryos.

These goods are mainly imported by the traders in the Moscow region, the Declaration of which was filed in the Tomsk centre of electronic Declaration (CED). The region of its activities is the whole of the Russian Federation, and the electronic Declaration in Tomsk received from Kaliningrad to Zabaikalsk.

Tomsk customs office in 2019 issued 51 427 Declaration of goods (DT) recorded in customs statistics (32 545 – export, 18 882 – import). Compared with 2018 net returns increased by more than 1.5 times or 18 907 DT (+10 381 for export and +8 526 import).

Customs seeks to register a Declaration and release the goods as quickly as possible, to automate such operations, as it creates favourable conditions for law-abiding businesses.

The inspector registers the average return for 12 minutes, and releases the imported goods (not identified as risky delivery) 1 hour 45 minutes; exported goods (not identified as risky delivery) is 1 hour and 9 minutes. Although the legislation for the registration of DT is given 1 hour, and the release of the goods – 1 working day following the day of registration of the Declaration.

“In 2019, the number of goods declarations registered in the automatic mode without participation of the inspector was 39 068. 6 760 DT – branded (33% of all imported diesel fuel), 31 655 DT – export (90% of all export DT)”, – said the first Deputy head of customs Denis Onishchenko.

In 2018, the auto-registration was held in two times less returns – 18 777 DT. Of these, 1 058 DT – branded (9% of all import DT), DT 17 719 – export (75% of all export of DT).

The number of declarations that have passed autobypass in 2019, exceeding the result of the 2018 (1 556 DT) in 1.4 times and reached 2 114 DT. Of these, 483 – import Declaration, 1 631 – export. In 2018 the export of DT, past autobypass was 1 509. Despite the fact that autopause imported diesel fuel must meet more criteria in 2019, the number of imported diesel fuel, passed autobypass increased more than 10 times.

When autopause for the registration of the Declaration, check the required fields and documents and, in fact, the release of goods takes an average of 5 minutes.

It is an occasion to summarize the work for the year, to show solidarity with the customs services of other States, to attract public attention to the important role of customs in economic and social development of society.
