Samara customs: the procedure of granting of the statistical forms of the account of movement of goods
Samara customs reminds the participants of foreign economic activities about the need to preserve the order of granting of the statistical form of the movement of goods to the customs authority.
The Federal customs service has the authority to conduct statistics of mutual trade of the Russian Federation with member States of the Eurasian economic Union.
The statistical form of the account of movement of goods (statistical form) is filled in accordance with the Rules of filling in the statistical forms, defined by the Decree of the Government of the Russian Federation from 07 Dec 2015 № 1329 “On the organization of statistics of mutual trade of the Russian Federation with member States of the Eurasian economic Union”.
Recall that the statistical form regardless of the presence or absence of the applicant’s electronic digital signature (further – EDS) issued by a trusted certification authority, served through a personal account located on the official website of the Federal customs service in the Internet (http://www.customs.ru).
Please note that the statistical form is submitted:
– in the absence of a digital signature issued by a trusted certification authority, the applicant fills in the electronic submission of statistical forms, verifies the correctness and completeness of the statistical form, gets the system number, print out a statistics form and necessarily represent to the customs body in the region of the applicant consists on the account in tax body in accordance with the legislation of the Russian Federation on taxes and fees, a copy on paper (in person or by registered mail), certified by signature and seal (if any) of the applicant not later than the 8th working day of the month following the month which made the shipment or receipt of goods.
– in the presence of a digital signature issued by a trusted certification authority, the applicant fills in the electronic submission of statistical forms, verifies the correctness and completeness of declared information, sends it to the customs authority, assuring the EDS will automatically receive the system and registration number.
The date of submission of statistic forms to the customs authority is considered the date of sending the electronic document through information-telecommunication network “Internet” from the official website of the Federal customs service:
– when you provide personally – the date of reception of the statistical forms by the authorized official of the customs body;
– when sending statistical forms by registered mail – the date of reception of the registered letter the post office indicated on the postmark of the letter.
Using digital signature issued by a trusted certification authority, there is no need to submit a copy of the statistical form on paper to the customs authority.

In accordance with article 19.7.13 of the Russian code of administrative offences failure to provide statistical data in the prescribed manner or failure to provide these data or providing false statistical data shall entail the imposition of an administrative fine on officials in the amount from ten thousand to fifteen thousand rubles, on legal entities – from twenty thousand to fifty thousand roubles. The second violation, punishable by an administrative fine on officials in the amount from twenty thousand to thirty thousand roubles, on legal entities – from fifty thousand to hundred thousand roubles.
