The final meeting of the North Caucasus Customs Directorate was attended by Andrei Strukov, deputy head of the Federal Customs Service of Russia, Sergey Zarembo, head of the Legal Department of the Federal Customs Service of Russia, Igor Rakhmatullin, deputy Southern Transport Prosecutor, and representatives of customs authorities of the region where the North Caucasus Customs Directorate operates.

In his welcoming speech, Albert Mavlikov, head of the North Caucasus Customs Directorate, noted that in 2023 the North Caucasus Customs Directorate was operating under the conditions of a changed geopolitical situation and an increase in the movement of goods and vehicles through checkpoints. Special attention was paid to time reduction and automation of customs operations. Given the increase in the flow of goods along the “North-South” corridor, the activities of law enforcement units are of particular importance. Efforts were also focused on practical implementation of measures on financial support of business within the framework of customs tariff regulation, reduction of arrears of customs payments. And, at the same time, as a priority goal for the customs authorities of the North Caucasus region remains ensuring the completeness and timeliness of transfers to the federal budget of customs and other payments
For 2023, the North Caucasus Customs Administration the amount of customs payments transferred to the federal budget amounted to more than about 17 billion rubles, which is 55.55% more than in 2022.

Automobile checkpoints (IACP Verkhny Lars and IACP Yarag-Kazmalyar) operated under reconstruction last year. The main task was to take measures aimed at preventing queues. As a result, it was possible not only to prevent a drop in throughput capacity, but also to increase the number of vehicles passing through on the Russian-Azerbaijani (313,650 vehicles passed through in 2023, 251,766 in 2022) and Russian-Georgian (1,206,479 vehicles passed through in 2023, 891,865 in 2022) sections of the border
Bearing in mind the demand for the border of the North Caucasus Customs Directorate, it is planned to reconstruct other border crossing points in the region in 2024

The volume of declarations in the North Caucasus EDC increased by almost 5% (2023 – 26 162 DT, 2022 – 24 962, an increase of 4.8%). At the same time, registration time decreased by 40% (from 1 min. 50 sec. to 1 min. 6 sec.) and release time by 25% (from 3 h. 41 min. to 2 h. 45 min.). Ongoing monitoring and control has increased the proportion of declarations released within the 4-hour timeframe (93% in 2023, 90% in 2022)
With regard to the load on customs posts of actual control: the number of reconciliations increased by 43%. At the same time, the average time of reconciliation decreased by 20%: from 10 minutes in 2022 to 8 minutes in 2023
According to the results of the customs control units after the release of goods checking activities, the total amount of additional customs payments, penalties and fines amounted to 583 million rubles, which is 20% less than in 2022. Together with law enforcement and other controlling authorities in 2023, the following was identified and seized: 2.3 million individual packages of tobacco products (in 2022 – 913 thousand); more than 229 thousand units of goods (shoes, mineral water, bedding, beer, clothes) without mandatory marking with means of identification (in 2022 – 154 067), 938 fur products (in 2022 – 809)
Over the past two years, there has been a positive practice of work to identify products containing potent substances prohibited for circulation on the territory of the country. In 2023, customs officers seized from circulation more than 1.5 tons of preparations containing banned substances
A total of 140 criminal cases were initiated based on the materials of operational units of SCTU customs. The detection of crimes under Art. 226.1 of the Criminal Code of the Russian Federation (smuggling of potent substances) increased by 30 %, under Art. 194 of the Criminal Code of the Russian Federation (evasion of customs payments) by 50 %, the number of criminal cases under Art. 200.2 of the Criminal Code of the Russian Federation (smuggling) almost doubled
The number of cases sent to court directly by customs authorities has doubled. In addition, nine criminal cases were brought against organized criminal groups, which is more than the total for the last five years
There are also positive results in the work on suppression of administrative offenses. In 2023, more than 9.7 thousand offenses were detected in the region, which is 5% more than in 2022.
