Criminal liability for tobacco without excise stamps: Rostov customs officers found the illegal movement across the customs border of the EAEU over 1100 packs of tobacco products
In the first quarter of 2020, officials of the Department of customs control after release of goods of the Rostov customs held a customs inspection of premises and territories in one of the outlets engaged in the sale of tobacco products in the city of Rostov-on-don.
Among the consumer goods the customs officers revealed 1103 packs of tobacco products without excise stamps of the Russian Federation. According to the information on the packaging of tobacco for hookah and cigarettes in the range were produced in the United Arab Emirates, Jordan, Turkey and Egypt. The proof of purchase and the legality of import into the customs territory of the EAEU of these products, an individual entrepreneur in the course of the audit could not provide.
In accordance with the current legislation realisation in territory of the Russian Federation of tobacco products without the marking of special (excise) stamps are not allowed.
The absence of the goods tax stamps, identification signs or symbols goods in other ways is regarded as import of goods into the customs territory of the Eurasian economic Union, carried out without performance of customs operations and release of goods.
