He said that the activities of FCS of Russia in 2019, took place in the conditions of application of the updated regulatory framework and ambitious reform of the customs authorities.

Reform of customs authorities implies a significant reduction and consolidation of customs Declaration – to 16 centers of electronic Declaration. To date, there are 12 of them.

Vladimir Bulavin: “the First experience of centres showed that we were able to improve the performance of control, to achieve greater uniformity in the decisions, significantly reduce corruption risks. All this is reflected in the increase in collection of customs payments“.

The ongoing reform has created new opportunities for the future of digitalization of customs processes, speed them up and simplify. FCS introduced the technology of automatic registration and automatic issuance of declarations, widely used digital developments and other areas.

The creation of favorable conditions for foreign trade is the task of the FCS of Russia in realisation of national projects. According to the head of the customs service, “their lack of technical equipment and arrangement are an obstacle to the dynamic development of foreign trade”, so this issue deserves special attention by all authorities.”

In the framework of the national programme “Digital economy” is working to ensure the daily operations of all information systems of the customs authorities with the required level of performance, fault tolerance and full redundancy. In accordance with the decision of the President of Russia at the present time work is underway on the creation of its own main data processing center of the FCS of Russia. Interventions need to guarantee the necessary speed and trouble-free operation of the software.

Further development of customs service of Russia is directly connected with the introduction of digital technologies in all spheres of activities. This approach lies at the basis of the development Strategy of the customs service until 2030.

Vladimir Bulavin: “the Main vector in the Strategy 2030 marked the transition from e-customs to the customs intellectual. A number of important projects will be implemented by creating a digital system with elements of artificial intelligence”.

Built on the principles of automation of all control procedures and suggesting their concentration in a single digital platform, the model will allow risk-free parties almost non-stop to pass the customs border.

From the implementation of the planned targets the Department expects a considerable improvement in the implementation of foreign trade activities, reduction of timesx and financial costs of the business.
