In MAPP Borisoglebsk in the course of customs inspection revealed the fact of not declaring the Museum objects while moving through the customs border of the Eurasian economic Union. All detected items included in the Museum Fund of the Russian Federation.
For customs control of a citizen of Russia followed by the “green” corridor, the customs Declaration is not filed, on goods subject to customs Declaration, officials of the customs post, not stated.
During customs control customs inspector revealed that the cross-border movement of objects of historical and/or cultural value, without presenting to customs control. Just found 15 items – items of women’s military uniforms, headgear – a cap, shaped takes, medical scarf, handkerchief with embroidery, pocket mirror, an envelope, a fabric pouch with a small amount of substances of vegetable origin, ceramic sugar bowl. All of the items the woman was transported in personal Luggage and did not have permits for the exportation of cultural property from Russia.
In accordance with expert opinion all of the items belong to the category of cultural property as objects, included into Museum Fund of the Russian Federation. Thus, goods are found, according to their nature and quantity, do not apply to goods for personal use and subject to customs Declaration in the prescribed written form when moving through the customs border of the EEU.
In the survey, she has explained, that is the Director of the regional State Autonomous cultural institution “Murmansk regional Museum of local lore” and moved Museum objects for display at the exhibition “women and war” in the town of Kirkenes (Norway). The woman also explained that he did not know about the need of declaring data 15 Museum objects.
Murmansk customs in respect of GOAOC “Murmansk regional Museum of local lore” were prosecuted on administrative offenses under article 16.2 of the administrative code (failure to declare goods at moving through customs border of the EAEC) and article 16.3 of the administrative code (violation of the prohibitions and restrictions when moving goods across the customs border of the EAEU). Currently, the case is brought to trial.
In addition, according to the facts of the Murmansk customs office filed two criminal cases under part 1 of article 226.1 of the criminal code (illegal movement across the customs border of the EAEC cultural values) that are transferred on jurisdiction in OMVD Russia’s Pechenga district of the Murmansk region for preliminary investigation.
