Officers of the mobile group of Tyumen customs prevented the import of more than 15 tons of waste made of polyethylene terephthalate (PET). Pressed scraps and scrap from plastics were on their way from Kazakhstan to the city of Yekaterinburg. As a result of the control of documents and the contents of the cargo compartment of the truck it was found that the transported goods were included in the list of wastes, the import of which to Russia is prohibited. A decision was made to return the vehicle with the cargo back to Kazakhstan

“Control over the movement of waste is one of the main areas of work of Tyumen Customs on the Russian-Kazakh section of the state border. In 2023, as a result of the work of mobile groups, the import of 32 shipments of waste with a total weight of 530 tons was prevented”, – explained Deputy Head of Tyumen Customs Alexander Voronov

Most often from Kazakhstan to Russia, violators tried to bring waste polyethylene, polyethylene terephthalate (PET) and polyvinyl chloride (PVC), aluminum and copper slag, as well as waste paper, bottles of household chemicals and used tires. These goods were included in the list of prohibited products for import and transit or were moved without authorization documents

The Tyumen Customs reminds that the Rules of transboundary movement of waste (hereinafter – the Rules) are established by the Decree of the Government of the Russian Federation of July 17, 2003 № 442 “On transboundary movement of waste.”

The Rules of transboundary movement of waste

The import into the territory of the Russian Federation of wastes specified in Annex No. 1 to the Rules for the purpose of their use and export from the territory of the Russian Federation of wastes specified in Annexes No. 1 and 2 to the Rules shall be carried out under a license issued in accordance with the established procedure by the Ministry of Industry and Trade of the Russian Federation on the basis of a permit for transboundary movement of wastes issued by the Federal Service for Supervision of Natural Resources and its territorial bodies.

It is prohibited to import (transit) to (through) the territory of the Russian Federation of wastes listed in Annex No. 2 to the Rules.

Transit of waste through the territory of the Russian Federation is carried out in accordance with the legislation of the Russian Federation on the basis of a permit from the Federal Service for Supervision of Natural Resources.
