The results of the activities of the North-Caucasian customs Department for 2019
28 January 2020, customs officers of Severo-the Caucasian Federal district summed up the work over the past year.
The meeting attended by Deputy head of Federal customs service of Russia Andrei Strukov, the first Deputy head of Department on counteraction of corruption of the FCS of Russia Boris Baturin, as well as Advisor of the Department of law enforcement, defence and security apparatus of the Plenipotentiary representative of the President of the Russian Federation in the North Caucasian Federal district Mikhail Zorin, the Deputy of the southern transport Prosecutor Andrey Galushko and Deputy head of the Federal security service of the Russian Federation for the Stavropol territory Anatoly Novoseltsev.
Welcoming the participants, head of the North-Caucasian customs Department albert Mavlikov said: “the Management has carried out substantial work to improve the efficiency of customs administration, will popolne of budget revenues of the Russian Federation and implementation established by the Federal customs service of the Russian Federation of indicators of productivity and efficiency. Considerable efforts by customs authorities in the region were focused on reducing the time of customs operations, increase the share of goods declarations and transit declarations in respect of which apply automatic technology registration and release. It is worth noting that this development has positive dynamics. Close attention was paid to activities to improve the work of checkpoints, for their infrastructural development as well as reduction of terms of customs operations and quality inspections”.
For 2019, the Federal budget of the North-Caucasian customs Department was transferred 17,82 billion rubles, which is by 10.95% (to 1.76 billion RUB) more than in 2018. In addition, it is worth noting that by 25.63% increase in the number of goods declarations in respect of which decisions were made by the customs authorities ctvuu. Their number was 65 634 (in 2018 – 52 242).
Special attention to the North Caucasus customs administration in 2019 was given to reduce the release time. The average duration of customs operations in respect of goods not identified as risky deliveries, placed under the customs procedure of release for domestic consumption was 6 minutes at the prescribed value of the indicator in 2019 is not more than 2 hours. With the release of certain categories of goods placed under the customs procedure of export, the average time of customs operations was 40 minutes at the prescribed value of the indicator in 2019 is not more than 1 hour and 18 minutes.
The first Deputy chief Severo-the Caucasian customs office Dmitry Stenberg gave a report reflecting all of the installed indicators of the activity of the service of the customs control organization and the information technology services within the past year. Focused on implementation of complex of measures aimed at optimizing the interaction of the North-Caucasian email and customs of actual control, as well as monitoring of customs operations at border crossings, including with the aim of increasing their capacity. According to the results of the work done for 2019 actual throughput at the checkpoint Upper Lars has increased to 696 248 freight and 2 passenger vehicles per day, and in checkpoint Yarag-Kazmalyar – up to 349 units of cargo and passenger 698 per day.
Work continued on the creation of conditions for reduction of time of customs operations involving the placement of goods and means of transport under the customs procedure of customs transit. The share of electronic Declaration amounted to over 99.5%.
In 2019, implemented the technology of preliminary informing about goods imported into the customs territory of the EAEU of road and rail transport, as well as expanded its application to air and sea modes of transport. In this period, the share of consignments in respect of which the company submitted a preliminary information was 99.9% of the total number of consignments imported into the customs territory of the EAEU, by road.
In his presentation the Deputy head of Department Vadim Pugachev noted that the separation of powers for the implementation of customs control had no significant effect on the functional responsibilities assigned to the service for Federal customs revenues. As before, the main efforts are focused on reaching the benchmarks for the formation of the Federal budget revenues administered by the customs authorities.
Speaking about the customs actual control, it is worth noting that in 2019 the service departments of customs control after release of goods the Department conducted 997 verification activities in relation to legal, physical persons and individual entrepreneurs.
Contributing to the development of international trade, growth of trade and non-oil exports, creating favorable conditions for participants of foreign economic activity, officials of the Department are on the protection of the economic borders of the country, identifying and suppressing the activities of persons that violate the customs legislation. In the past year, suppressed the activity of firms-a something ephemeral, carried out illegally withdraw funds abroad; on account of North Caucasian customs officers uncovered a lot of illegal schemes, good results in the fight against sanctions products, as well as smuggling and the trafficking of drugs.
In completion of action was adopted the draft decision of the Board Severo-the Caucasian customs office and set targets for 2020.
