Pskov customs: the period of temporary importation extended

In accordance with the Decision of the Council Eevraziiskoi economic Committee (EEC) of 29 April 2020ode No. 47, “amending certain terms of the importation of goods for personal use” until September 30, 2020, extended the period of temporary importation of vehiclesimported by individuals for personal use on timogenth RESth Eurasian economic Union (EEU).

The extension of the situation related to the adoption of measures aimed at warning and preventing the spread of coronavirus infection, the inability of individuals to exercise their rights and perform duties in accordance with governing customs legal relations in the international treaties and acts constituting the right of the EEU.

– The term of temporary import of vehicles for personal use that will expire in the period from 1 March to 30 September 2020, was extended until 30 September 2020. The decision of the EEC Council No. 47, dated April 29, 2020 comes into force from may 28, 2020, and applies to legal relations arising from 1 March 2020, – said the head of customs control organization of the Pskov customs Andrew Larchenko. – The extension of temporary stay of cars and other vehicles on customs territory of the EAEU is carried out without the permission of the customs authority without the customs Declaration. This means that owners of these vehicles should contact the customs authority to fill the passenger customs Declaration or declarations: the deadline will be extended to the previously filed documents. Citizens who temporarily imported the vehicle, until September 30, 2020, exempt from the obligation of their backward exportation from the Union and, accordingly, does not fall under administrative measures and payment of customs payments. However, the extension of temporary stay of vehicles in the customs territory of the EAEU does not exempt individuals from compliance with the requirements, conditions and restrictions imposed by the law of the EAEU, including in actual possession and use of vehicles by the declarant, and from the obligation on the reverse of their removal before the expiration of that period.

Thus, vehicle owners who are unable to complete the procedure of temporary importation in respect of pandemic COVID-19, until 30 September 2020 to fulfill the commitments for the import of such vehicles into the territory of the EEU.
