For the first three months of 2024, Pskov customs officers initiated 245 administrative cases for failure to import temporarily imported vehicles by foreign individuals for personal use. Nineteen administrative offense cases were initiated for transferring a temporarily imported car to another person in violation of the customs legislation of the Eurasian Economic Union.

According to the results of consideration of the cases, Pskov Customs issued 205 resolutions on bringing individuals to administrative responsibility and imposed penalties in the form of fines in the amount of 792.6 thousand rubles. In one case the court decided to confiscate the car

Pskov customs took more than 800 decisions not to permit entry into the Russian Federation in respect of foreign citizens or stateless persons

Customs are taking measures to enforce customs payments in the amount of the sums payable when a car is released into free circulation

According to the legislation, foreign individuals may temporarily import vehicles into the territory of the Eurasian Economic Union for personal use for the period of their temporary stay. Transfer of the right to use or dispose of temporarily imported vehicles to another person on the customs territory of the EAEU is allowed provided that they are declared to customs and customs payments are made

– Failure to export a vehicle within the established time limits, transfer the right to use or otherwise dispose of temporarily imported vehicles without complying with the conditions established by the Customs Code of the EEU entails the imposition of an administrative fine with or without confiscation of the vehicle, and if the amount of unpaid customs payments exceeds 2 million rubles, the offender is criminally liable, – said Deputy Head of the Pskov Customs Andrei Goryachenok.
