Since October last year the customs authorities of the FCS of Russia the possibility of automatic registration of electronic transit declarations (hereinafter – ETD) in all Russian customs authorities with competence in the performance of customs operations involving the placement of goods under the customs procedure of customs transit. Application of technology of auto-enrollment that may transport all types of transport. In addition, from February 2020 technology auto-enrollment is implemented in respect of pre-transit declarations.
What is required from declarant of the customs procedure of customs transit for the submission of electronic transit declarations?
One of the important conditions for successful auto-registration – filling in the graph ETD in accordance with the requirements of the Decision of the Customs Union Commission of 18 June 2010 № 289 “On the form and procedure for filling the transit Declaration”. When making the declarant ETD is important to observe this condition, because the check for correctness of filling in the boxes and the lack of grounds for refusal of registration of the ETD is carried out in automatic mode.
In addition, for automatic check-in ETD matters the presence in the appropriate places information about the INN, OGRN, KPP carrier, the sender, the recipient, the principal non-mandatory in accordance with the provisions of the law on the EEU.
Technology auto-enrollment ETD mutually beneficial for both customs authorities and traders.
The application of this technology will allow to reduce terms of customs operations. Registration of the Declaration in automatic mode will be a matter of seconds, while verification of the transit Declaration to the compliance officer of the customs body takes an average of 5 to 10 minutes.
From November 2019 began experimental implementation of technologies for the automated verification of the conditions of release of ETD. Automated release of ETD at the initial stage is used for carriage of goods by rail and road transport, if the goods are declared customs carrier or authorized economic operator.
In the region of the North Caucasus customs administration in this experiment involved two of the customs authority, namely the customs Magaramkentsky post (checkpoint Yarag-Kazmalyar) (10801060) customs post and checkpoint Derbent (10801040) of Dagestan customs.
In the framework of this technology to the automated checking of the conditions of release permitted only automatically registered ETD. Thus, the successful application of the technology of autopause ETD promotes compliance with the order of filling of transit declarations.
