Murmansk customs: the deadlines for the temporary importation of vehicles for personal use

In connection with the situation in the framework of the measures to prevent the spread of coronavirus infection and the inability of individuals to perform their duties and exercise their rights by Decision of the Board Eurasian economic Commission of 29 April 2020 No. 47, “amending certain terms of the importation of goods for personal use” extended for periods of temporary import on the territory of the EAEU of goods by individuals and vehicles for personal use.

In particular, if the time limit of temporary import of vehicles for personal use into the customs territory of the Eurasian economic Union (1 year) will expire in the period from March 1, 2020 September 30, 2020, the for a given period shall be extended until 30 September 2020.

The decision concerns, including vehicles placed under the customs procedure of free customs zone on the territory of the free economic zone of the Russian Federation.

This document also suspended from March 1, 2020 to September 30 of the current year over the 18-month period when it is possible to import with exemption of customs duties and taxes on the territory of the EAEU of personal property by foreign physical persons recognized who moved to permanent residence in a member state of the EEC, received the status of refugee, forced migrant.

The extension is carried out without the permission of the customs authority without the customs Declaration.

At the same time, the extension does not exempt individuals from compliance with the requirements, conditions and restrictions established by paragraphs 2 to 13 of article 264 of the Customs code of the EAEU, as well as from duties on re-exported vehicles for personal use and return import of vehicles for personal use into the territory of the free economic zone of the Russian Federation upon the expiry of this period.

The decision of 29 April 2020, No. 47 becomes effective on may 28 20200 g. (published on the official website of the Eurasian economic Commission on 18 may 2020 https://docs.eaeunion.org/docs/ru-ru/01425552/err_18052020_47) and applies to legal relations arising from 1 March 2020.
