North-West customs administration: from July 1, 2020 the Russian Federation introduced a mandatory labelling of certain categories of goods

From 1 July 2020 in the Russian Federation introduced a mandatory labelling of Shoe commodities (decree of the Government of the Russian Federation from 05.07.2019 No. 860), of medicines (resolution of the Government of the Russian Federation from 14.12.2018 No. 1556) and tobacco products (decree of the Government of the Russian Federation from 28.02.2019 No. 224) by means of identification.

In accordance with the requirements of the Order of filling of the Declaration of goods, approved by Decision of the Commission of the Customs Union dated 20.05.2010 No. 257, in column 31 of the Declaration of goods at number 13 in the Russian Federation for the goods to be in accordance with the legislation of the Russian Federation the marking means to identify the territory of the Russian Federation and placed under customs procedure of release for domestic consumption or the customs procedure of re-importation, indicate the following information:

the total number of identification codes contained in the identification means printed on each unit of product, on product label or the packaging;

code marking of the level marking;

codes identification of goods or identification codes contained in the identification means printed on the group packaging, or identification codes contained in the identification means printed on transport packaging.

After the introduction in the Russian Federation mandatory labelling of certain categories of goods, the means of identification in the absence of the column 31 of the Declaration on the goods placed under the customs procedure of release for domestic consumption or the customs procedure of re-import, the above information codes, identification would be a violation of the Order of filling of the Declaration of goods, approved by Decision of the Commission of the Customs Union dated 20.05.2010 № 257.

In this case please note that in accordance with the provisions of subparagraph 4 of paragraph 5 of article 111 of the Customs code of the Eurasian economic Union, a customs Declaration is not in accordance with the established order of its filling is grounds for refusal of registration of the customs Declaration.
